AN ORDINANCE TO

INSTITUTIONALIZE A BARANGAY
VOLUNTARY BLOOD DONATION
PROGRAM FOR THE CITY OF DAVAO
SECTION 1.TITLE

• This Ordinance shall be known as


“AN ORDINANCE TO
INSTITUTIONALIZE A BARANGAY
VOLUNTARY BLOOD DONATION
PROGRAM FOR THE CITY OF
DAVAO “,
SECTION 2.DECLARATION OF POLICY

• In order to promote public health, is


hereby declared the policy of the City to:

• 2.1 Promote and encourage


voluntary blood donation by the
constituency and to instill and heighten
public awareness to the principle that
blood donation is a humanitarian act and
a community responsibility;

• 2.2 Provide for the adequate,


safe, affordable and equitable
distribution of supply of blood and
blood products;
• 2.3 Mobilize all the sectors of the
community to participate in the
mechanisms for voluntary and non-
profit collection of blood;
SECTION 2.DECLARATION OF POLICY

• 2.4 Disseminate the value,


importance and benefits of voluntary
blood donation through an
education program, and
• 2.5 Ensure the safety of all
activities related to the collection,
processing and storage of blood and
blood products.
SECTION 3.DEFINITIONS
• For the purposes of this Ordinance, the
following terms shall mean:
• 3.1 Barangay Voluntary Blood
Donation Program - refers to the
organized program which consists of
awareness and advocacy, donor
recruitment and education, care and
retention, mobile blood donation
activities and management of the
barangay blood pool;
SECTION 3.DEFINITIONS
• 3.2 Barangay Blood Donors’ Month -
refers to the celebration of voluntary
blood donation in the barangay level
during the month of July, in conjunction
with the celebration of the National
Blood Donors’ Month pursuant to the
Presidential Proclamation No. 021 dated
June 9, 1997.
SECTION 3.DEFINITIONS
• 3.3 Blood service facility - refers to a
recognized laboratory or institution
within the City of Davao, with the
capability to recruit and screen blood
donors, collect, process, store, transport
and issue blood for transfusion and
provide information and/or education on
blood transfusion transmissible diseases;
SECTION 3.DEFINITIONS
• 3.4 Voluntary Blood Donor -
refers to an individual residing in the
Barangay who donates blood on his
or her own volition or initiative
without monetary compensation;
SECTION 4. ROLES OF THE BARANGAY AND OTHER
AGENCIES IN THE BARANGAY BLOOD DONATION
PROGRAM.

• 4.1 The Barangay Local Government


Unit shall be responsible for the
implementation and maintenance of the
Voluntary Blood Donation Program,
including, but not limited to: donor
recruitment, mobile blood donation,
trainings and educational campaigns, as
well as the following functions:
• 4.1.1 Allocate an appropriate budget for the
Voluntary Blood Donation Program related
activities;
• 4.1.2 Designate a Barangay Blood Program
Coordinator;
• 4.1.3 Coordinate with the City Blood Program
Coordinator of the Davao City Health Office
for any blood program related activities;
• 4.1.4 Establish a partnership with a blood
service facility for blood program related
activities;
SECTION 4. ROLES OF THE BARANGAY
AND OTHER AGENCIES IN THE BARANGAY
BLOOD DONATION PROGRAM.
• 4.2 The Liga ng Mga Barangay shall
assist in the proper implementation of
the Voluntary Blood Donation Program in
the different barangays, provide
information on barangay data and
disseminate all pertinent information
from the City Health Office and other
partner agencies to the barangays;
SECTION 4. ROLES OF THE BARANGAY
AND OTHER AGENCIES IN THE BARANGAY
BLOOD DONATION PROGRAM.
• 4.3 Philippine Red Cross (PRC) and
Davao Blood Center, as blood service
facilities, shall work in partnership with
barangays in conducting the promotion
of voluntary blood donation, donor
recruitment, and mobile blood donation
activities of the Barangay Blood Donation
Program;
SECTION 4. ROLES OF THE BARANGAY
AND OTHER AGENCIES IN THE BARANGAY
BLOOD DONATION PROGRAM.
• 4.4 The City Health Office (CHO)
shall designate a Blood Program
Coordinator who shall assist the
barangay in all its blood donation
activities in a technical and
coordinative capacity;
SECTION 5. PROMOTION OF
VOLUNTARY BLOOD DONATION
• To ensure adequate supply of human blood
donation, voluntary blood donation shall be
promoted through the following:
• 5.1 Declaration of Barangay Blood Donors’ Month.
The Barangay Blood Donors’ Month is hereby
declared in all barangays of the city every month of
July in conjunction with the celebration of the
National Blood Donors’ Month according to the
Presidential Proclamation No. 1021 and the
Implementing Rules and Regulations of the National
Blood Services Act of 1994 (RA 7719, Section 13,
Item No. 2);
SECTION 5. PROMOTION OF
VOLUNTARY BLOOD DONATION
• 5.2 Public Education. This is an organized barangay-
wide public education campaign by the barangay, in
coordination with the partner agencies, to raise the
awareness of the barangay residents on the value,
importance, advantages, and benefits of voluntary
blood donation;
• 5.3 Voluntary blood donation activity. This consist
of donor recruitment and mobile blood donation
activities, in partnership with the PRC and DBC,
which shall be strategically scheduled at least twice a
year to ensure a continuous and accessible supply of
blood.
SECTION 5. PROMOTION OF
VOLUNTARY BLOOD DONATION
• 5.4. Donor Recognition. The Barangay Local
Government Unit, in coordination with the City
Health Office shall conduct a Donor Recognition
Activity to recognize the blood galloners;
• 5.5. Barangay Recognition. The City Health
Office, in coordination with the Liga ng mga
Barangay shall likewise recognize outstanding
barangays according to the pre-defined criteria as
set by the Department of Health-National
Voluntary Blood Services Program.
SECTION 6. GUIDELINES FOR BLOOD
DONATIONS
• The guidelines to be followed shall be as
defined by the partner blood service
facility.
SECTION 7. ACCESS TO THE BARANGAY BLOOD POOL.
• Access of any person to the Barangay Blood Pool
shall be determined by the Barangay Local
Government Unit;
• 7.1. All Barangays shall provide written
guidelines on the management of their Barangay
Blood Pool with the assistance of their partner
blood service facility;
• 7.2. The guidelines on the management of the
Barangay Blood Pool must be duly approved by the
City Health Office through the City Blood Program
Coordinator;
SECTION 8. ADMINISTRATIVE
PROVISIONS.
• 8.1 All mobile blood donations and
integral related activities aligned with the
Voluntary Blood Donation Program shall
henceforth be made a regular and
permanent program of every Barangay in
the City;
SECTION 8. ADMINISTRATIVE PROVISIONS.

• 8.2 The blood donation activity shall be held


annually within the month of July declared in the
entire city as Barangay Donors’ Month; in case
where the Barangay cannot schedule the blood
donation activity due to a local epidemic, natural
calamity, other calamitous events, and extreme
conflicting schedules, the Barangay Council shall
decide on a convenient time guided with the
principle that blood donation shall be strategically
scheduled throughout the year to ensure a
continuous and accessible supply of blood;
SECTION 8. ADMINISTRATIVE PROVISIONS.
• 8.3 All Barangay shall be required to keep at all
times list or directory of qualified voluntary blood
donors with their specified blood type. Barangay
officials are required to update this list every after
mobile blood donation activity. An accurate and
updated copy of the list shall be provided to the
partner blood service facility after every mobile
blood donation activity.
• 8.4 The Barangay shall be required to document
all activities pertaining to the conduct of all
programs integral to the holding of the Barangay
Blood Donors’ Month;
SECTION 9. FUNDING.
• 9.1 The City shall set aside funds as seed
money for the operation of the Barangay
Blood Donors’ Program in the first year of
implementation. On the succeeding years of
implementation of the Program, the Barangay
may allocate or source the fund necessary for
the Blood Donor’s Program from EITHER of
the following item of expenditures in the
barangay’s annual general budget:
SECTION 9. FUNDING.
• 9.1.1 From the Maintenance & other
operating expenses:
– 9.1.1.1 Training Expenses;
– 9.1.1.2 Additional item in other Maintenance &
Operating Expenses;

• 9.1.2 From Statutory Obligations, specifically


under the 5% Disaster Risk and Management
Fund. Ideally from the 70% of said fund for
Disaster Preparedness Plan;
SECTION 9. FUNDING.
• The Barangay through its officials are also
encouraged to pursue and generate financial
support for the collection and processing of
blood donors, provided that no amount shall
be imposed and collected from any voluntary
blood donors.

• 9.2 Voluntary blood donors shall be
provided with non-monetary incentives as
may be determined by the Barangay. However,
in the absence of a barangay policy or any
such regulation to provide non-monetary
incentives to voluntary blood donors, the
Barangay is not obligated to give such
incentives. The Barangay, however, should
initiate a program to encourage blood
donation from qualified donors;
• SECTION 8. REPEALING CLAUSE
• Any ordinance, local issuances or rules inconsistent with
the provisions of this Ordinance are hereby repealed or
modified, accordingly.

• SECTION 9. SEPARABILITY CLAUSE


• If any section of this Ordinance is declared
unconstitutional or invalid, the other sections or provisions
hereof which are not affected thereby, shall continue to be in
full force and effect.

• SECTION 10. EFFECTIVITY CLAUSE


• This Ordinance shall take effect fifteen (15) days upon
approval, posting and publication in a newspaper of local
circulation.
