INTRODUCTION
• The National Construction Association of Sri
Lanka ( NCASL) is the apex body in the country
for the development of the Construction Industry.
• It was originally formed as the Association of
Construction of Sri Lankan in 1981, with the
initiation of the Government of Sri Lanka and the
support of the World Bank.
• With an initial membership of forty contractors,
the Association has steadily grown, and now has
over Two Thousand five hundred Regular
Members under its wing scattered through out
the Sri Lanka .
INTRODUCTION
• While the main Secretariat of NCASL is based in Colombo
the Association has a branch office in each of the nine
provinces in the country.
• In this capacity, NCASL is principally committed to the
industry in;
 Ensuring that the needs of its members on industrial,
contractual and technical matters are well looked after;
 Promoting and encouraging uniformity in the custom and
practice of the construction industry;
 Improving the standards of the industry and enhancing
the status of its members;
 Promoting the development of the industry; and
 Participating in social and community services and
projects
BRIEF OVERVIEW OF THE CONSTRUCTION SECTOR IN THE
NORTHERN PROVINCE

• The NCASL – Northern branch has


approximately 60 members. The total number
of construction companies in the Northern
province are nearly 240.
• The members of the Northern Branch are
generally small contractors and for the most
operate as sole properties. Only a few
companies are incorporated.

It is seen from the above that there are more
than 280 CIDA Registered contractors in
northern province (www.cida.lk) . Out of these
contractors only 3 contractors are in a above C4
grade and 10 contractors are in C4 grade. Others
are in C5 and below grade in the entire field.
while the vast majority of companies are
registered in the C7 grade to perform work
totaling under Rs. 10 million.

• VISION: Become the professional organization of
construction contractors in Northern Province and
the premier center of excellence in the construction
industry in the province.
.
MISSION:
• Attract, retain, lead, serve and represent
construction contractors in the northern region , in
order to foster, safeguard and promote the interests
& development of the construction community and
the construction industry, while preserving the
environment and heeding to social responsibilities
which lead to the regional and national economic
and social development.

Objectives
1. To enroll all contractors in the region as members
 Membership Cards and Recognition (அங் கீகாரம் )
 CPD Programme for contractors , their staffs and Workers
 Develop Database of the all stakeholders
2. To become professional body for construction
organizations and Activities in the Region
 Improve member professional qualities
 Prepare members for higher CIDA grades
 Increase Consultancy activities & involvement in Decision making
 Marketing of the construction industry to private sector clients.
3. To ensure quality and efficient construction support
system in Order to ensure the development and
sustainability of construction activities in Northern Province.
 Ensure availability of skill workforce
 High level of application of new technology
 Ensuring supply of material
 Ensuring application of standard

• Filling in of Grade Application Forms & Tender Forms


• Correspondence with clients & others during the Contract Period
• Claims/ Variation preparation
• Delayed payment by clients
• Interpretation of details in contract such as conditions, specification of work./
material etc.
• Project management (record keeping, cost control) late completion
• Improvement of quality & workmanship
• Improvement of productivity process
• Improvements of Health & Safety and Environmental Management
• Elimination of wastage and keep-up sites clean and tidy
• Difficulties in obtaining bonds & guarantees
• VAT/TAX Registration & Returns
• Use of new technology or techniques. For example, the use of computer
• technology, even for simpler tasks, is currently used very little.
• Skill up grading and Development of Skilled / Semi skilled workers.
• Skill upgrading and management development of supervisory and
professional staff
