- Rule 125
Within one year ( April 1994)
The Manufacturer should Equip. every such vehicle with a
seat belt for the driver and for the person occupying the front
seat.

- Rule 129
Every goods carriage carrying any dangerous or hazardous
goods shall be equipped with safety equipments for
preventing fire, explosion or escape of hazardous or
dangerous goods.

Addition

- Within one year (April 1994)


The Above carriage should be fitted with Tachograph ( an
instrument to record the lapse, of running time of the motor
vehicles , time speeds maintained, acceleration, deceleration,
etc) conforming to the specifications of the Bureau of Indian
Standards

- Rule 129 A (New)
Within Six months ( October 1993)
The goods carriage should fitted with a spark arrestor

- Rule 131

1. Responsibility of the consigner to ensure the following

a. Carriage has a valid registration to carry the said goods.

b. Vehicle is equipped with necessary first Aid Safety


equipment and antidotes as may be necessary to contain any
accident.

c. The Transformer has full and adequate information about


the dangerous goods being transported.

d. The driver of the vehicle is trained in handling the dangers


posed during transport of such goods

2) Consignor to supply to the transporter full and
adequate information about the hazardous goods
being transported to enable such owner and its
driver to
A) Comply with the requirements of Rules 129 to
137
B) Be aware of the risks created by such goods to
health and safety of any person

3) Consignor to ensure that the information is accurate


and sufficient for the purpose of complying with the
provisions of Rules 129 to 137

RULE 133 : Responsibility of the Driver

1. Should keep in drivers cabin the information given to him in


writing under sub rule(3) of rule 132.

2. Shall observe directions necessary for preventing fire, explosion


or escape of hazardous goods carried by him.

3. When vehicle not in motion parked in a place safe from fire,


explosion or any other risk.

4. Vehicle remains under control and supervision of the driver or


some other competent person above the age of 18 years

RULE 134: Emergency Information Panel


1. All details as per CMV Rules, 1989
Addition
2. The information sub rule(1) to be displayed on the vehicle by
means of a sticker relating to the particular hazardous goods carried
in that trip

RULE 132 : Responsibility of the Transporter

Transporter to ensure the following;


1. a Valid registration to carry the said goods and it is safe for
transport of such goods.
b. Vehicle to be equipped with
First Aid Safety equipment
Tool box
Antidotes as may be necessary to contain any
accident
2. Satisfy himself that the information given by the consignor is full and
accurate

3. The Driver is given all information relevant to hazardous goods carried.


Nature of risks involved and appropriate action in case of emergency.

4. Should lay down the route for each trip unless otherwise directed by
police also fix timetable for each trip.

5. Driver has license, education and training as per rule 9.

6. Abides by these conditions within six months ( October 1993).

RULE 135: Driver to be instructed
RULE 136
Driver to report to the Police Station about accident:

On the occurrence of an accident involving any hazardous goods


transported in his carriage, the driver should report forthwith to the
nearest police station and also inform the transporter regarding the
accident.
Certificate of Medical Fitness ( Form 1 – A)

While examine , I have directed special attention to his/her distant


vision

While examine, I have directed special attention to his/her hearing


ability, the condition of the arms. Legs , Hands and Joints of both
extremities.
I have personally examined for reaction time , side vision and glare
recovery ( Applicable in case of persons applying for a license to drive
vehicle carrying hazardous goods)
