 Each mobile in active mode measures the serving


cell and list of frequencies (BAL)
 Once per 480ms each MS sends a report of
serving cell data + up to 6 strongest measured
frequencies with decoded BSICs
 BSC uses MMR for HO and PC algorithms
 Most of the infrastructure vendors support
features that provide statistics based on MMR
