POLICY
DepEd Order No. 40, s. 2012
On May 14, 2012 the Department of
Education issued
DepED Order No. 40, s. 2012
“POLICY AND GUIDELINES
ON PROTECTING CHILDREN
IN SCHOOL FROM ABUSE,
VIOLENCE, EXPLOITATION,
DISCRIMINATION,
BULLYING AND OTHER
FORMS OF ABUSE” and this is
known as “DepEd Child Protection
Policy”
CHILD PROTECTION POLICY
• The policy aim to protect the child from all forms of violence that may be inflicted by
adults, persons in authority as well as their fellow students, including bullying.
• To provide special protection to children who are gravely threatened or endangered by
circumstances which affect their normal development and over which they have no control,
and to assist the concerned agencies in their rehabilitation.
• To ensure that such special protection from all forms of abuse and exploitation and care as
is necessary for the child’s well-being, taking into account the primary rights and duties of
parents, legal guardians, or other individuals who are legally responsible and exercise custody
over the child.
• Zero tolerance for any act of child abuse, exploitation, violence, discrimination, bullying and
other forms of abuse.

In compliance with the DepEd order no. 40, S. 2012 dated May July 11, 2012

14, 2012 and urges with the intense compassion to enhance
community and school awareness on the rights of children and
to organize committee and local councils and be part of the Secondary
prevention efforts, the DepEd DIVISION of QUEZON July 12, 2012

headed by SDS Tolentino G. Aquino and ESP – Luz A.
Abusmas, conducted a Division Seminar Workshop on
DepEd Child Protection Policy For Selected School Heads Secondary
in Elementary and Secondary, Guidance Counselors and July 13, 2012
Congressional District- 4
Teachers teaching Edukasyon sa Pagpapakatao (Esp) and
GMRC. The gathering was held at Ouan’s Worth Farm,
Kanlurang Mayao, Lucena City with the designed schedule for
each Congressional Districts.
• Likewise, geared with the extreme desire and immediate compliance on the
institutionalization of the DepEd Order No. 40, Series of 2012, another phase of
DIVISION SEMINAR WORKSHOP ON POLICY AND GUIDELINES on Protecting
children in School was designed for the School Administrators/Heads, Guidance
Counselors, and Teacher-Advisers of Private Schools both, Elementary and Secondary
levels.
• It was conducted and realized last July 25, 2012 at Sevillas’ Resort, Barangay Domoit,
Lucena City. Gathered with 175 concerned participants, the seminar-workshop was begun
at exactly 8:00 a.m. As the guidelines and policies were detailed and emphasized by the legal
counsel, queries were raised about students and teachers relationship issues. In the same
professional gestures, the OIC Public Attorney’s Office. Atty. Azela Obcemea Asilo de
Chavez reiterates the teachers’ job description and limitations in accordance with the school
children’s enjoyment of their right and other equally important rights such as to be free from
harm and abuse and to be regarded as a human being , who will enjoy the normal and
righteous pathway of living.
• Everyone was enlightened as the seminar ended and agreed to create a Child
Protection Committee who will safeguard the welfare of the students an d who will lead in
protecting the rights of the children in the school.

DepEd CHILD PROTECTION POLICY AND
CREATION OF COMMITTEE
To complement the sincere and forceful efforts of the DepEd in
implementing the Child Protection Policy, to comply with what is at stake, and
to facilitate the process of accessibility of the service, school heads and
concerned teachers conducted a school-based seminar to inform other school
personnel on the provisions and rationale of the DepEd Order No. 40, S. 2012.
One hundred percent (100%) of Districts and Central Schools complied what
were obliged. Likewise, the submission of Child Protection Committee was
also created and hereby submitted to the Division Office. On the other hand,
some secondary schools conducted the school-based workshop last October,
during the INSET

• Pursuant to DepEd Memorandum No. 153 s. 2013 on April 21 –
25, 2014 batch 2 for CALABARZON IV-A, the DepEd-
Quezon : Luz A. Abusmas (EPS), Racquel Marcuap (PSDS), Jessie
Vasquez (Secondary School Head), Leonora Zaracena (GC - Secondary) ,
Aristeo Suario (GC - Secondary), Evelyn Trillana (GC Elementary),
participated in the National Training of Trainors on Child
Protection held on Erotel Hotel, Chino Roces cor. Arnaiz Ave,
Makati City.

Queen Margarette Hotel, Brgy. Domoit, Lucena City.

HIGHLIGHTS OF ACCOMPLISHMENTS

• Conducted Division Seminar-Workshop on DepEd ORDER No. 40, s. 2012 (Child Protection
Policy) and R.A. 10627 (Anti-Bullying Act of 2013).
• Sent Memorandum and Advisory to Public Schools District Supervisors/Coordinating Principals,
School heads of Elementary and Secondary Schools both public and private schools to wit:
• submission of School Report of Child Abuse and Related Cases under DepEd ORDER No. 40, s.2012;
• information on the Root Causes of Joining Fraternities as well as Best Practices and Local Initiatives Relative
to Fraternity Issues and
• submission of School – Based Child Protection Committee and Policy
• Monitored the cluster roll-out on CPP and Anti-Bullying Seminar.
• Supervised the posting of names and contact numbers of Child Protection Committee and/or
Anti-Bullying Committee Members in the School Premises.
