Agreement Annex 3:
Standards are:
developed by a large number of different entities, including both governmental
and non-governmental bodies;
unlike technical regulations, they are not mandatory;
Standards are, however, often used as the basis for both technical
regulations and conformity assessment procedures and, in such cases,
the requirements set out in the standard become mandatory by virtue of
government intervention (via technical regulations or conformity assessment
procedures)

vegetables , cut flowers, plantation crops cereals, nuts and
grains , root crops, natural ingredients , sugars ,
livestock/animal by-products , fish and fishery products, non-
food products , codes of practice/codes of hygienic practice

ASEAN Harmonized Standards


In line with the ASEAN Economic Community, the Philippines
is an active participant in the development of ASEAN
Standards under the Task Force on ASEAN Standards for
Agricultural Produce and Other Food Crops (TF-MASHP).

To date, there are 46 ASEAN Standards that have been


developed.

Summary and Conclusions


According to the World Trade Report 2005 on Trade, standards and the
WTO, it is noted that we live in a world profoundly reliant on
product standard;

Standards are voluntary. However, standards are considered an


element of good public governance (OECD, Good Regulatory Practice,
2012), particularly if it includes complementary
approaches/combination of regulation, education and standards;

Sustainable development process (participatory practices) need the


active involvement of all the parties likely to contribute to, or to be
affected by them.
