LTE MME Bearer Management
Session Creation during attach or PDN connectivity request:
MME includes APN-AMBR & Bearer QoS in Create Default Bearer/Session Request
message that is sent towards Serving GW
MME upon receiving Create Session Response from SGW to activate Default Bearer
Request shall initiate corresponding ESM Activate Default Bearer Context Request
towards UE by transparently passing the NAS APN-AMBR to UE as part of attach
accept message.

LTE MME Bearer Management
If MME receives the AMBR from the network that exceeds the subscribed UE-
AMBR, MME shall limit the received AMBR from the network to the subscribed
UE-AMBR.
If MME does not receive AMBR in Create Session Response message from the
network upon sending APN-AMBR in Create Session Request or if APN-AMBR IE
received is empty, MME shall apply the subscribed APN-AMBR values.
MME shall set the UE AMBR to the sum of the APN AMBR of all active APNs up to
the value of the subscribed UE AMBR.
If the received APN-AMBR values from SGW/PGW/PCRF differ from the
subscribed APN value, MME shall not alter the received APN-AMBR from
SGW/PGW/PCRF(it will honor what is received by the network) and shall apply
the subscribed APN values if APN-AMBR is not received from SGW/PGW/PCRF.

LTE Roaming with Local Breakout (LBO) with Home IP service
- LTE Roaming Requirements

PGW Selection
Visited MME needs to select PGW in VPLMN for Local Break Out (LBO)
architecture. Local S5 GTP interface is supported between SGW and PGW.
Home service provider needs to provisionVPLMN allocation allowed =

The MME sets the UE AMBR to the sum of the APN AMBR of all active APNs up to the
value of the subscribed UE AMBR. Subscribed UE-AMBR is key when it comes to
validating maxUsedAMBR to the subscribed UE-AMBR.

LTE MME Bearer Management
Bearer Modification:
In case the subscribed APN-AMBR has been modified and there is related
active PDN connection with the modified QoS Profile, the MME sends
Update Bearer Request (EPS Bearer Identity, EPS Bearer QoS, APN-AMBR)
message to the Serving GW.
This is HSS initiated QoS modification (Not shown)
If the subscribed UE-AMBR has been modified by IMS or PCRF trigger, the
MME shall signal a modified UE-AMBR value to the eNB by using S1-AP UE
Context Modification Procedure.
The MME sends a E-RAB Modify Request (UE-AMBR, E-RAB to be
Modified List) message to eNodeB. This message contains NAS Modify
EPS Bearer Context Request (New EPS QoS, TFT, APN-AMBR) message.

LTE eNB Bearer Modification
The eNodeB maps the modified EPS Bearer QoS to the Radio Bearer QoS. It
sends a RRC Connection Reconfiguration (EPS RB Identity, Radio Bearer QoS,
Modify EPS Bearer Context Request) message to the UE.
After the UE acknowledges the radio bearer modification to the eNodeB with
a RRC Connection Reconfiguration Complete message, the eNodeB
acknowledges the bearer modification to the MME with an E-RAB Modify
Response (E-RAB Modify List, E-RAB Failed to Modify List) message.
