What is the
responses of
D O S T during
disaster?
. The responsible agency for disaster
prevention and mitigation is the
Department of Science and Technology
(DOST). The Nationwide Operational
Assessment of Hazards program (Project
NOAH), led by the DOST, partners with
academics and other stakeholders to
develop systems, tools and other
technologies to prevent and mitigate
disasters.
Secretary Mario Montejo, Department of Science
and Technology (DOST) secretary, said early
warnings from advance prediction equipment will
trigger disaster imagination that will lead to early
response to threats from nature. Montejo said
warnings like storm signals issued by agencies
should prompt early action from the community to
adopt plans like evacuation before the storm or
staying in areas identified as disaster-safe zones.
What are the projects
achieved or implemented
on the process or
ongoing related to DRRR
of DOST?
The DOST Project NOAH and DREAM program
(Disaster Risk Exposure Assessment for Mitigation)
Program host the six EUAID volunteers between
February till November 2014. The decision to
deploy the volunteers in disaster prevention and
mitigation is in accordance with the ground shift in
international thinking: away from a primary
emphasis on relief, towards prevention, mitigation
and preparedness.
In the Philippines, the use of science-based weather information
was made possible by DOSTs modernization project, which
included flagship programs such as the Nationwide Operational
Assessment of Hazards (Project NOAH), which offers an online
platform to monitor typhoons and floods based on real-time data
feeds from 1,000 rain and water level sensors nationwide and
the internationally renowned national 3D mapping project
called Disaster Risk Assessment, Exposure and Mitigation-
Light Ranging and Detection Technology (DREAM-LiDAR).
The latter won the prestigious Geospatial World Excellence in
Policy Implementation Award for 2014 awarded by the
Geospatial World Forum last May in Geneva.
NOAHs immediate task is to
integrate current disaster science
research and development
projects and initiate new efforts
within the DOST to achieve this
objective. Presently there are
nine(9) component projects under
the NOAH program, namely:

Flood NET Flood Information Network
Strategic Communication
Disaster Management using WebGIS
Enhancing Geohazard
Mapping through
LIDAR and High-
resolution Imagery
Doppler System Development
Landslide Sensors Development
Storm Surge Inundation Mapping
Weather Information
Integration for System
Enhancement (WISE)
The current NOAH Program team is
composed of the scientist-leaders of
these projects. The countrys warning
agencies: PAG-ASA and PHIVOLCS are
also represented.
