AD VII SEMESTER : TIME PROBLEM
LOCATION: NETKALLAPPA CIRCLE, BENGALURU
BRIEF: The Netkallappa Circle in Basavanagudi, Bengaluru isone of the four planned
round-abouts at the four corners of MN Krishna Rao Park and located at its SW corner. The
Netkallappa Circle is named after a prominent Bengaluru citizen, Rao Sahib Netkallappa who
was a businessman, philanthropist, patron of many organizations and cultural institutions.
The circle itself is at the end of a Boulevard from NR Colony Rama Mandir.
The circle has a playground, a temple and general seating. It is bound by a low wall with
decorative iron fencing. The circle is surrounded by a mix of buildings including residences,
shops and a marriage hall. There is a loss of relationship of the built forms with the historic
circle and a sense of focal point to the Boulevard. The pedestrian accessibility into and out
of
the circle on all sides has eroded. Accessibility and connectivity to the historic MN Krishna
Rao Park is also lost.
There is a need to re-design Netkallappa Circle and it's surrounding built environment with
the
following parameters:
1. Establish a focus and a sense of destination to the boulevard
2. The circle must retain/ restore a secular civic center to this part of the neighborhood. It
should have the following : public seating, playground (define the age group), a pavilion
with a
cafe.
3. The proposal should suggest urban design guidelines for buildings surrounding the circle
in
terms of the following -form, height, edges.
4. Streetscaping around the circle and accessibility to and from the circle must have clarity in
the design
5. Provide a public amenity(Ex: post office/ lending library / art center, etc) had to be
designed
showing the relationship to the circle. Justify the choice of location and amenity (which side
of the circle and why)
6. Demonstrate through design how the historic circle has been restored and regained the
originally intended urban design legibility.
7. The temple can be removed or retained - justify your decision keeping in mind that this is
a
secular, civic space for all people
