The USNORTHCOM CSZ Playbook is based on the planning efforts completed by FEMA
Regions IX and X (located in their respective Cascadia Subduction Zone Earthquake &
Tsunami Response Plans) as well as planning conducted by the states of Washington,
Oregon and California.
The CSZ Playbook provides the starting point for DOD response to a CSZ event,
facilitating crisis action planning, the initiation of necessary movement and the initial
response in the first 5-7 days of the catastrophe.
The impacts of a CSZ Earthquake and Tsunami will be catastrophic and are projected to
require significant federal and DOD resources particularly in Washington and Oregon.
As FEMA Regions IX and X update their CSZ Plans USNORTHCOM will refine this
Playbook to ensure alignment of efforts.

Situation Overview: Magnitude 9.0 earthquake with epicenter 60 miles off


the Oregon coast (120 miles west of Eugene) caused by the complete
rupture of the 800 mile CSZ fault from British Columbia to Cape Mendocino,
CA. Ground shaking will last up to five minutes and generate a tsunami
wave between 12 and 40 feet which will impact the coast within 10-30
minutes of the earthquake.

General Impacts (WA, OR, CA):
Total population impacted: 8.3M
700+ miles of coastline impacted
2.5M people and 1.5M pets require food and water
970K people and 584K pets require shelter
Medical services for 29K injured patients
Evacuation of 25K from hospitals and 96K from nursing homes
Handling remains for 13K mortalities, many more if not rescued

Key Assumptions:
This incident will have national-level impacts & the response will be a
national priority. Cascading infrastructure failures, displaced survivors, &
other factors may lead to the need for large-scale, possibly prolonged
response even outside the immediately affected area.
DOD will act in accordance with the NRF; DOD is always in support of the
Lead Federal Agency, in support of the States Governors.
No fiscal constraints will exist for DOD force deployment.
Dual Status Commander (DSC) C2 will be requested by the WA, OR and
CA Governors.
Base Support Installations (BSIs)/Type I Federal Staging Areas (FSAs) in
the I-5 corridor & coastal areas will be overwhelmed for the initial
response. As a result, this operation will require the use of multiple
installations and the logistics/force flow will need to be carefully
prioritized.
T10 and National Guard units and installations in the impacted area will
be affected and not operating at full capacity.

In WASH, DC FEMA Region X Concept of Operations: Deploy and


employ resources and capabilities to support lifesaving
operations to the impacted area throughout the Coastal
and I-5 Corridor GRAs in order to support state and local
lifesaving operations based on pre-identified resource
requirements. Simultaneously deploy life-sustaining/
restoration capabilities and all other resources to one or
more ISBs in the East of the Cascades GRA in order to
conduct RSOI, provide just-in-time training and build
capability to provide stability based on state identified
priorities and situational awareness.

FEMA Region IX Concept of Operations:


FEMA Region IXs RRCC activates and collects situational
assessment data from the state, activating appropriate
ESFs and federal agency resources. A FEMA Incident
Management Assistance Team(s) (IMAT) is deployed,
along with logistical capabilities and initial response
teams and resources, followed by more robust
resources to conduct SAR, mass care and medical
treatment. Incident Support Bases (ISBs) and FSAs are
activated to support the local and state jurisdictions.
