What is Special
Education
(SPED) from
various
authors.
A special school is a school
catering for students who
have special educational
needs due to severe learning
difficulties, physical disabilities
or behavioral problems.
Special education refers to the
arrangement of teaching
procedures, adapted equipment
and materials, accessible settings,
and other interventions designed to
address the needs of students with
learning differences, mental health
issues, physical and developmental
disabilities, and giftedness.
Special education (also known
as special needs education,
aided education, exceptional
education or Special Ed) is the
practice of educating students
with special educational needs
in a way that addresses their
individual differences and needs.
Provision of special education is
inferred from two provisions of the
1987 Philippine Constitution. Article
II, Section 17 provides that the state
must give priority to education,
while Article XIV, Section 1
guarantees that this education be
accessible to all: appropriate steps
must be taken
In DepEd Order No. 27, s. 1997, all divisions
where required to organize at least one SPED
Center to cater to children with special needs.
The ultimate goal of special education in the
public schools, according to the Special
Education Division of DepEd, is the integration or
mainstreaming of learners with special needs into
the regular school system and eventually in the
community, following the principles of The
Salamanca Statement on Principles, Policy and
Practice in Special Education.
Out of 84.4 million
Filipinos, approximately
5.486 million (13%) are
individuals with special
needs.

Basic Philosophy of Special Education
derived from the premise that in a
democracy every individual is valuable in
his own right and should be afforded
equal opportunities to develop his full
potential
every child , even the most severely
handicapped should be given equal
educational opportunities within the
nation educational system
The right to education cannot be
denied a person if only because of
his disabilities. Every individual ,
however be may be handicapped is
worth cherishing for the potential
contribution he may make to his
community and for what their
contribution may mean to others.
The Ultimate Goal of Special
Education shall be mainstreaming
of children with special needs into
the regular class or general
education school system or
eventually into the community.
Legal Bases for Special
Education
in the Philippines
1. Commonwealth Act. No. 3203
In 1935 commonwealth Act no . 3203 provided for
the care and protection of disabled children.
2. Republic Act Nos. 3562 and 5250
Approved on June 21 1963 and June 13, 1968
respectively , these acts provided that teachers ,
administrator , and supervisor of special education
should be trained by the Department of Education
Presidential Decree No. 603
The child and youth welfare cod abounds with
specific provisions for the welfare of the exceptional
child.

Approved on January 22, 1992 otherwise known as
the magna carta for disabled persons affirms the
full participation and total integration of persons
with disabilities into the mainstream of our society.
Objectives of Special
Education
1. To provide to each resident preschool
child , identified as having a disability , the
opportunity to participate in an approved
preschool program within a reasonable
distance from the child's home or to
received the appropriate related services.
2. To provide a coordinated and
comprehensive instructional
program from kindergarten
through high school.
3. To provide appropriate related
services to study with disabilities
as needed.
4. To encourage parental
involvement and understanding of
special education programs.
5. To provide appropriate
vocational services to students
with disabilities.
6. To provide transition services .
