Mobility management in Long Term Evolution
(LTE) is different from that in the third
generation mobile telecom networks. In LTE,
the Mobility Management Entity (MME) is
responsible for the mobility management
function. The MME is connected to a large
number of evolved Node Bs (cells) that are
grouped into the Tracking Areas (TAs). The TAs
are further grouped into TA Lists(TALs). When a
User Equipment (UE) moves out of the current
TAL, it reports its new location to the MME.

There are two types of mode of mobility.
Idle mode-mobility relies on UE
measurements and UE decisions whether
to make a cell reselection or not. The MME
keeps track of the UEs on a TA level.

Connected mode-mobility relies on UE


measurements and eNB decisions
whether to make Handover or not. The UE
position is known on cell level by the eNB.
InCONNECTEDthe UE on 99% is
sending/reciving data, so its Radio Bearer is
established with eNB. The other 1% is for
cases when it stopped sending/reciving,
butInactivity timeron taking down the
Radio Bearer has not exceeded.
InIDLEmode the UE's Radio Bearer was

CONNECTED - has Radio Bearer(s)

Inter-RAT Handover
Intra-frequency handover:UE remains on the same
LTE channel and merely moves to another cell on the
same frequency.
Inter-frequency handover:UE moves to a different
LTE channel; an operator may have multiple LTE
channels in the same area in order to serve high traffic
demands.
Intra-ENB handover:When UE moves between cells
managed by the same eNB. (Which is an intra-
frequency handover) it is a case of intra-eNB handover.
Inter-ENB handover:Handover between two enodeB
for whatever reason.
Handover Procedure Description
Inter eNB Handover (Source) Handover within an E-UTRAN. The procedure for
when a UE is leaving a cell managed by the eNB
and entering a cell managed by a second eNB.

Inter eNB Handover (Target) Handover within an E-UTRAN. The procedure for
when a UE is entering a cell managed by the eNB
from a cell managed by a second eNB.

Inter RAT Handover (Source) Handover from an E-UTRAN to a different RAT. The
procedure for when a UE is leaving the E-UTRAN
cell.

Inter RAT Handover (Target) Handover from an E-UTRAN to a different RAT. The
procedure for when a UE is entering the E-UTRAN
cell.

Intra eNB Handover (Source) Handover from one sector to another managed by
the same eNB. The procedure for when a UE
leaves the sector.

Intra eNB Handover (Target) Handover from one sector to another managed by
the same eNB. The procedure for when a UE is
entering the new sector.
