Plan Description
Plan Description
There is the need of having an optimisation plan in order to apply all or
some recommended actions
Actions are divided into 4 categories:
Immediate/short term: these actions mainly consist in having a uniform
parameter settings for all cells/eNode B. They are not expected to impact
negatively as most cells/eNode B already have proposed configuration
Medium term: proposed actions could have certain impact on the network,
so it is recommended to apply in a small area and monitor impact before
applying to the whole network
Long term: these actions are related to a change in strategy, tilts or
installation reviews, so they would require additional confirmation from
Geocell side
Future recommendations: they are related with not purchased features or
recommended features in case traffic profile changes

For these actions, they can be executed at any time as no negative
impact is expected
Anyway, it is recommended to execute one by one and monitor after
implementation
Most of them consist in applying same parameter value to all
cells/eNode B or enable feature for few eNodes
Changes are:

Disabled for 14 eNode B at QCI level with parameter

Change: enable for those 86 eNode B where it is disabled
Feature forwards data to minimize data loss during HO

Feature is licensed and enabled for 89 eNode B while not enabled for 11
eNode B while licensed
And AQMMode parameter wrongly configured for one eNode B
Change: enable for those 11 eNode B where it is disabled and correct
wrong configuration for BTS_GE_0001_L18
Feature improves perceived end-user performance providing low
queuing delay

pMaxServingCell
Parameter is 23 for 249 cells while 1000 (disabled) for 36
Impact should be none as equation for selection returns same result for
value 23 than for value 1000
Change: apply value 23 for all cells
Parameter used in Idle Mode for cell selection

Parameter is -122 for 282 cells while -124 for 3
These 3 cells permit 3G re-selection to low signal strength areas
Change: apply value -122 for all cells
Parameter used for LTE re-selection

UTRAN Re-selection
Three parameters with uniform value for all cells but few ones:
QQUALMIN is -16 for all cells but one
QRXLEVMIN is -122 for all cells but cells in one eNode B
THRESXLOW is 14 for all cells but cells in one eNode B
Change: apply network values to all discrepant cells
Parameters used for re-selection to 3G

Tune ANR
RSRP threshold for adding neighbours quite low for some eNode B
RSRQ threshold for adding neighbours quite low for all e Node B (it is
expected low or no impact)
Removal times are also high for some eNode B. Most eNode B have
this bigger than 3 days, which is considered a good threshold
These settings make that high amount of unused neighbours and low
usage neighbours with high HO failure rate
Change:
CELLADDRSRPTHRESHOLDEUTRAN=-1050 for some eNode B
CELLADDRSRQTHRESHOLDEUTRAN=-1700 for all eNode B

Medium Term Actions
These actions should be executed first on a small cluster and then
monitor impact
If impact is not good, then change must be rollbacked
If impact is good, then change can be applied to all elements in the
network
Changes are called STEP1 for the cluster change and STEP2 for the
rest of the network
TAC 17 area (5 eNode B) was thought for STEP1 (Geocell to confirm)
A plan to implement is provided
Changes are:

UL Frequency-Selective Scheduling
This feature monitors UL interference and selects lower interference PRBs
from available to allocate new UE
Feature is licensed, but disabled with parameters
RESOURCEALLOCATIONSTRATEGY and SRSALLOCATIONSTRATEGY
Change: enable feature
It is expected an UL throughput increase

PZERONOMINALPUCCH
This parameter manages power control for PUCCH
Current value is -117 for all cells
Increasing this value will increase UL throughput
This value is considered to be high
If there is a need of increase UL throughput, then an increase to -115 can
be performed

Parameter used for IRAT re-selection
Added to QRXLEVMIN sets the threshold to trigger IRAT
measurements
Most cells using value 4:
QRXLEVMIN+SNONINTRASEARCH = -122+4 = -118
This value could be slightly low to start a call, although keeps UE longer in
the network
If target is keeping longer UE in LTE, value 4 is good as network has very
good KPIs
It is recommended to keep all the network with same values
5 cells using value 16
Change: update value from 16 to 4

Some cells with MAXIMUMTRANSMISSIONPOWER and/or
CONFIGUREDOUTPUTPOWER not matching license values
It is recommended to set to license values
If cell is overshooter after the change a tilt must be performed
For cells with MAXIMUMTRANSMISSIONPOWER and
CONFIGUREDOUTPUTPOWER mismatch, both parameters should be
updated at once
Change: Update both parameters to licensed power

Minimum Rate Proportional Fair Scheduler
Scheduler algorithm is RESOURCE_FAIR while feature Minimum Rate
Proportional Fair Scheduler is licensed
For this feature, there are three recommended algorithms:
PROPORTIONAL_FAIR_HIGH, PROPORTIONAL_FAIR_MEDIUM and
PROPORTIONAL_FAIR_LOW
It is recommended to perform a test with all three algorithms to find
which provides higher throughput

These actions are related to a change in strategy, tilts or installation reviews,
so they would require additional confirmation from Geocell side
For strategy changes, Geocell needs to debate internally if the option is
suitable for them
For other actions, additional cost could be needed, so they would need
approval from Geocell side
Also some Downtilts that would require confirmation from Geocell side, as
these cells could be intentionally overshooters
Recommendations are:

Grace Period for Connected Users
Most eNode B have Grace Period licenses below the licensed connected
users
Even 63 have GRACEPERIODORIGINALLICENSLIMIT=0, so no grace period
Grace Period is an Ericsson feature that allows more than licensed connected
users in an eNode B during a short time period to avoid rejections
Grace period is disabled for 99 eNode B
This feature should be reviewed

CS Fallback Strategy
CS Fallback is enabled to any WCDMA or GSM neighbour
Ideally, it should be enabled just towards one WCDMA and one GSM cells with
same footprint
This strategy makes easier traffic management, especially when congestion
It is recommended to consider the deployment of this strategy

There is a wide range of DRX profiles defined
But just 4 are used in QCIPROFILEPREDEFINED
Combined with Drive Test, it is possible to find best approach for a
balanced latency-battery consumption
Additional analysis could be performed for this

Neighbour Grooming
There is a massive number of neighbours defined in the network
Some ANR changes have been recommended that are expected to reduce this
number
For other unused or high failure rate with low number of attempts ones, a grooming
could be performed

RSI Re-plan
RSI needs to be re-planned as per high number of RSI clashes in the network
4 needed indexes per cell need to be considered
As Ericsson provides automatically PRACH Configuration Index per cell within a
eNode B, it is recommended to use same RACHROOTSEQUENCE for cells 1 and 2
this approach will increase re-use distance
As per 20MHz Bandwidth, cell 3 will have same PRACH Configuration Index as cell 1,
so it is recommended to reserve 1/3 of the RACHROOTSEQUENCE for cell 3
This strategy will:
Increase re-use distance
Decrease PRACH Collisions

Future Recommendations
These recommendations are related with not purchased features or
recommended features in case traffic profile changes
Recommendations are:
Advanced Cell Supervision: Provides automatic recovery action for cells
suspected to be sleeping cells, which improves availability. Feature is not licensed
Consider enable WCDMA HO:
Mobility Control at Poor Coverage: Improves mobility at low coverage areas
SRVCC Handover to UTRAN: to allow PS HO
WCDMA Handover: feature licensed, not enabled
Dynamic GBR Admission Control: if traffic profile changes, allowing GBR services,
it would be interesting to have this feature that prioritizes GBR traffic
RLC in Unacknowledged Mode if traffic profile changes, allowing GBR services, it
would be interesting to have this feature that discard unneeded packets for GBR
services
Synchronization Features: when traffic increases, this feature would be interesting
to have to ensure eNode B synchronization. They are 3 features, which are
licensed for 1 eNode in the network, while one of them is licensed for all eNode B

Implementation Plan Procedure
Due to certain risk of impact for some actions, actions should be implemented on a basis that permits
monitoring, identifying positive and negative impact actions to allow proper rollback if proceed
A weekly plan action has been design for this purpose
It has been thought a plan where a change is implemented on Monday and monitored in the next days
Change monitored up to Wednesday and then rollbacked if proceed
Some days between changes to allow rollback if very negative impact and identifying positive and negative
impact actions
If change had positive impact, then another change can be deploy on Thursday and monitor up to next Monday
Changes with no impact should be kept, especially those which purpose is reduce interference, as combined
with any other will have better impact
If any incident in network or change area, change should be delayed up to incident is solved
This plan should be executed in a two steps basis, applying first to small cluster and then to the whole network
in order to ensure minimal impact if negative
Selected cluster is TAC 17 (Geocell to confirm)
