HISTORY

HISTORY
1850s : The first form of wheeled transport in
Singapore were the bullock carts and horse carts.
1880s : The man pulling a two-wheeled carriage is now
deemed as inhumane labour, it persisted until after the
Second World War. Alternative by the horse and
carriage.
1942-1945 : The first bicycle-propelled rickshaw, the
trishaw, was introduced during the Japanese
Occupation of Singapore
INTRODUCTION

For years in Singapore, the promise of efficiency,

market and shareholder discipline and the removal of
the burden of public transport from the tax payers
seemed to work well. But as the crisis from the train
breakdown suggested, problems have been building up
beneath the surface also formal and informal revealed
unhappiness with the overcrowding of buses and trains
during peak hours.
In 1995, Singapore's Land Transport Authority set itself
a mission of producing a world class transport system.
OVERVIEW
OVERVIEW

1950s : A turbulent time for Singapore.

- The public transport was in a state of disarray with
poor regulation and lack of enforcement. Bus workers
that were controlled by communist unions frequently
initiated work stoppages to get their employers to
address their low wages and poor working conditions,
thus paralyzing the whole bus system.

1960s : Self-governance and independence
- The great change for Singapore with the rapid population
and economic growth, the government was aware of the
need for a reliable and efficient public transport system to
support nation building.

Early Public Bus System

- Public transport system then had received little to no
systematic transport planning.
- The lack of integration often resulted in long and
inconvenient journeys with multiple transfers
PirateTaxis
- These were private and usually old vehicles
that transported people without a taxi licenses.
During this time about 5000 a illegal or pirate
taxis were reported to be plying the roads.
- Drivers often tried to take as many passengers
as they could to increase their takings, paying
little attention to service quality and safety.
- The government did not strictly enforce the
taxi industry until the 1970s
1970s : The beginning of the
interventionist approach
- Long-term Integrated Planning
Singapore uses the Concept Plan, which is a
strategic land-use and transport plan that
guides long-term physical development to
ensure that there is sufficient land to meet
long-term population, economic growth and
mobility needs while providing a good quality
living environment.
Was developed in 1971 as the outcome of
a four-year State and City Planning (SCP)
Project.
1980s : Facilities of Expressways
- The first expressways that provided faster
island wide connectivity such as the Bukit
Timah Expressway (completed in 1986) which
connects the Pan Island Expressway
(completed in 1981) at Bukit Timah to the
Woodlands Causeway.
Expressways Network in 1989.
The Great MRT Debate
- First planning in the 1970s during the SCP project, the
study envisioned the need for a rail transit system to
cater to Singapores growing transport needs.
- Start at 1987.
- The government had to weigh the benefits of the
investment against the great cost of building it at a
time when Singapore needed funds for urgent housing
development, education and defense.

GOALS 2030
IMPROVEMENT TRANSPORTATION PLANNING

Integrated
More rail

More Improved
convenient transport

CONCLUSION

To improve the long term system by increasing

efficiency and supply of services, a realistic
approach would be to introduce more
competition to the market. Hence we support
the notion of maintaining public transport
operators as public
