Instructional leadership focuses
predominantly on the role of the school
principal in coordinating, controlling,
supervising and developing curriculum and
instruction in the school.

Those actions that a principal takes or delegates to
others, to promote growth in student learning
(Debevoise; 1984). It comprises the following tasks:
Defining the purpose of schooling
Setting school-wide goals
Providing resources needed for learning to occur
Supervising and evaluating teachers
Coordinating staff development programs
Creating collegial relationships with and among teachers
is something specific to a principal. It refers to
anything that school leaders do to improve teaching
and learning in the school. It focuses on learning and
its promotion. This is the reason why instructional
leaders are also called learning leaders.

In generally, they improve teaching and learning in the
school.
They lead in setting the school vision and formulating
strategies.
They are resource provider.
They are instructional resource.
They provide a visible presence in the school.
They understand effective practices in school.
They define the school mission.
They understand effective practices in
curriculum, instruction and assessment.
They promote and participate in teacher learning
and development.
They ensure supportive and orderly environment.
They understand effective pedagogy.
Was born on 10 April 1930 in Kepala Batas, Seberang
Perai.
He is a former Director of National Education of years
(1976-1985). Throughout his life, he have poured a
variety of services and donations in the education
system in promoting our education.
He got his basic education at Sekolah Menengah
Ibrahim at Sungai Petani, Kedah. After that he further
study at Kolej Sultan Abdul Hamid in Alor Setar in
1970.
He got his first degree in Literature (Hons) and
Education Certificate from Universiti Malaya,
Singapore.
Tan Sri Murad is very an efficient leader, he
have a vision and good in creating
collegial relationship with and among
his subordinate staf to work hard to
develop the education sector.
He was the first recipient of the Special
Educational Minister Award for
Educational Leadership delivered by Tun
Abdullah Ahmad Badawi in 2004.
He was an icon of instructional leadership for
its success in developing an educated nation.
He start his career as teacher at Kolej Sultan Abdul
Hamid in 1958.
He teach Bahasa Melayu Form 1 without texts book
as references and never get any training as subject
teacher.
In 1960 he become a Principle at Sekolah Tunku Abdul
Rahman (STAR) Ipoh.
He futher his study at Reading University, England
under Colombo Plan sponsorship 2 years after become
a principle at STAR.
He was appointed as Education Director of Pahang
among the youngest ever to occupy the post of
Education Director at the time.
He also served as Education Director of Kelantan and
he implementing the acquisition of private religion
school to become Sekolah Kebangsaan.
He also implemented Conscious Operation (Operasi
Sedar) to overcome rural students drop out due to
poverty.
In 1976, he was given the mandate to serve as the
Director of Education and got experience working
under four Ministers of Education.
He has launched a program call Rancangan Integrasi
Murid untuk Perpaduan (RIMUP) when Tun Abdullah
Ahmad Badawi became the Minister of Education.
He appointed as a third Education General
Director at the age of 46 years after the first
and second raised position was Aminudin Baki
and Tun Dr Hamdan Sheikh Tahir.
On submission of determining the stability and
smooth implementation of the national
education system in the initial phase of
independence.
The big agenda to ensure the survival of the
country through the advancement of education

strengthen the education system and the
national curriculum in pre-independence era. He
make the initiative to send teacher for
training and education skills and expertise
to gain exposure abroad for long-term
benefits.

implementation of secondary education. So he
enlarge the education college and
improved recruitment of future teachers.
Laporan Murad is one of his research and
successfully identify the cause and steps to
address the dropout problem in rural.

Practice Food and Nutrition (1976),

Joint School Plan (Rancangan Sekolah
Bercantum)
He also responsible to formulating and
implementing the Universities and Collages
Universities Act (UCCA) in 1971, in addition
to involvement in the governments efforts to
establish the International Islamic University
Malaysia (UIAM) in May 1983
He became the Education Director (1976-1985)
when Tun Abdullah Ahmad Badawi became
Education Minister in Malaysia and launched
Integration Student Plan for Unity
(RIMUP).
Laporan Murad are seeks to find the cause of
dropout lessons and recommendations to be
implemented when he became Director of
Planning and Research, Ministry of Education.
In 1983, Curriculum for Primary Schools (KBSR)
introduced to overcome the problem of
reading, writing and arithmetic (3M).
He also contributed significantly in the
preparation of the Education Development
Master Plan (PIPP).
He also concerned about the fate of private
religious school. He also gave some idea to
improve the quality of education. Most
religious schools were taken over by the
Ministry of Education to be a school
because the situation is so poor.
He started many policies, reforms and meet
union leaders and seek to work closely with
the NUTP.
Instructional leadership is important because
it permeating every aspect of school life, the
school principle is an educator, administrator,
coach and mentor. The principles role has
evolved over time; from the to-down lone
authority tasked with rescuing vulnerable
schools from failure, to an effective leader
who encourages those qualities in students
and teachers, motivating them to step out
beyond classroom boundaries to transform
the school from a workplace to a learning
place.
