ENGR. JOVE G. REVOCAL
BRIEF HISTORY OF ROADS
Early roads with hard surfaces were
found in Mesopotamia
Constructed as early as 3,500 B.C.
Stone surface roads were also found
in Mediterranian island of Crete,
similarly costructed as those in
Western Hemisphere by the Mayans,
Aztecs and the Incas of South
America.
Purpose of the early road
system
For the movement of armies in their
conquest and for defense against
invasion
For transport of food and trade of
goods between neighboring towns
and cities.
Characteristics of Roman
Roads
Roman roads were laid in three
courses:
A layer of small broken stones
Layer of small stone mixed with
mortar and then compacted firmly.
Wearing course of massive stone
blocks properly set and bedded with
cement mortar.
People behind road
development
Jerome Tresaguet, French Engineer
introduced new methods of construction
and maintenance of stone roads. He is the
Father of Modern Road Building
Westminster Abbey and Thomas Telford
introduced some improvements in the
construction method of Tresaguet.
John Louden Mac adam Macadam road
concept.
Eli Blake invented the first stone crusher
HIGHWAYS IN THE
PHILIPPINES
In early part of 1900, transportation
depended largely on trails, waterways,
railroads, earth roads and partially
gravel roads
The Americans initiated the
development of the roadways
50 years later, major highways and
expressways were constructed through
financial assistance and loans

HIGHWAY PROGRAMMING
It is the process of prioritizing
projects

Inputs in highway programming are:

1. Economic resources
2. Financial source of fund
3. Political & Administration decision
making
DIRRECT EFFECTS OH HIGHWAY
CONSTRUCTION AND ITS USE
Quantifiable market value
1. Cost of highway planning cost,
ROW, construction cost,
maintenance cost, operating cost.
2. Cost benefits to highway users
- vehicle operating costs
- travel saving costs
- motorists safety
DIRRECT EFFECTS OH HIGHWAY
CONSTRUCTION AND ITS USE
Non-quantifiable non-market value
1. Cost benefits to highway user
- motorist safety
- comfort
- aesthetic from driving viewpoint

Quantifiable non-market value
1. Cost benefits to highway users
- travelling saving time
INTENT OF HIGHWAY DEVELOPMENT

To augment the countrys level of economy

To provide easy access to working place
To facilitate public services like social services
To give landowner benefits to transportation
and increase property assessment
Benefit to motor vehicle users through lower
cost of operation and maintenance
Benefit in time saving
Less road accident
To give maximum comfort and ease of travel
ROAD HIERARCHY IN THE
PHILIPPINES
Road network defined as a
hierarchy in terms of road types and
according to the major functions the
road will serve.
The main classification is whether
the road is to be used primarily for
movement or for access

ROAD HIERARCHY IN THE
PHILIPPINES
Expressways/National Roads
Provincial roads
City/Municipal Roads
Barangay Roads
EXPRESSWAYS
A road connecting several highly
urbanized centers
A corridor with high traffic demand
These roads are the longer distance
transport route
Their primary function is movement
and not access
Elements to consider when planning
Expressways
No frontage access
Development set well back from the
highway
Grade separated intersection
Number of intersections to be
minimized
NATIONAL ROADS
Road continuous in extent that form
part of the main trunk line system
All roads leading to national ports,
seaports, parks or coast-to-coast
roads
Elements to consider when planning
National Roads
Limited frontage access
Development set well back from the
highway
All access to premises provided via
provincial roads
Number of intersections to be
minimized
No road side vendors
PROVINCIAL ROADS
Roads extending from a municipality
or from a provincial or national roads
Any road to be assigned by the
Sangguniang Panlalawigan
CITY/MUNICIPAL ROADS
CITY ROADS these roads/streets within the urban
area of the city to be designated as such by the
Sangguniang Panglungsod

MUNICIPAL ROADS - these roads/streets within the

urban area of the city to be designated as such by
the Sangguniang Bayan

Roads serve to feed traffic onto and off the main

road network at the beginning and end of trips.
These roads serve local traffic only.
BARANGAY ROADS
These are rural roads located either
outside the urban area of city or
outside industrial, commercial or
residential subdivisions which act as
feeder roads
