IN 1876, ATTEMPTING TO CREATE a national standard for
parliamentary procedure, U.S. General Henry M. Robert published
Roberts Rules of Order, a guide that groups of all kinds could use to
manage their deliberations.
Principal among General Roberts beliefs was the notion that, by the
end of the decision-making process, a majority should rule. But does this
