Ideal Scenario

The teacher profession needs to be made valuable in India on

par with an Engineer, a Doctor or a Lawyer. India needs to bring
some fresh blood and enthusiasm in the teaching profession.
The teacher unions and teachers should be held accountable.
India needs a labor law reform, so that a teacher can be hired or
fired relatively easily based on his/her performance.
The teacher salary structure needs to be changed from the
current seniority-based structure, to a performance-based
structure.
Strategy

Improve the quality of demand, and de-centralize the education

system by educating and empowering the parents.
Exploit the School Management Committee (SMC) platform, and
give a voice/hope to the parents.
Having motivated and confident parents (empowered with school-
relatedinformation) at these SMC meetings, is a good way to start
improving accountability and hence quality in the India education
system.
Use of Technology

Stick Approach: - Leveraging the power of mobile phones, empower

the locals with information for monitoring unmotivated teachers.
Carrot Approach: - Helping the teachers who are motivated by
providing content on their phones
Educating parents and teachers: - The parents need to be
educated/trained so that they are motivated to adopt the technology,
and for making the best use of it. Teachers too need to be trained for
making the best use of the mobile software for downloading/using
content in classrooms.
Incentive scheme: - Implementing incentive schemes for the
teachers and parents for using the technology will also help improve
their motivation levels.
Programs
Objective:
To increase accountability among the teachers of the primary schools.
To reduce absenteeism rate of the primary school teachers.
To improve the quality of teaching in the primary schools.
Data:
25% of teachers are absent on daily basis.
46.3% of the students in class V could not read a class II level text
Program:
Primary school teachers would be provided with bonus payments based on the performance
and achievement of their students. A wholesome improvement of the students would be
taken into consideration.
The bonuses can be provided on a half yearly basis.
The performance of the students can be tracked by the senior staff members of the school or
a tie up with NGOs can be done.
Corporates can be approached under CSR activities for funding of this program.
Retention & Awareness Strategies
Background
Overall, nearly 20% children in India didn't complete primary education in 2013-14. Nearly 36% children
didn't complete elementary education.
This is despite the fact the Right to Education (RTE) Act is in place since 2010, which mandates free and
compulsory education to every child in the country up to class 8. However, it appears that the Act has led
to higher enrollment but unable to ensure quality education and retention.
Few of the reasons for high dropout rates are lack of motivation, lack of clear direction about their future
and lack of awareness among parents since education produces result in the long run.

To tackle two of these aspects a mentor program with college students can be rolled out where every
college student is a mentor to one child enrolled in public schools in rural or remote areas. He/she can
then provide guidance and motivation by weekly communication with the child. Such mentors can
also check the learning outcomes of their child and contact their teacher through them to intervene.
Nukkad Nataks can be organized by college students for increasing awareness in the rural sectors
regarding prominent issues such as malnutrition, healthy diet, impact of education, gender equality,
etc. This should be made mandatory activity to be done for e.g. once a month. This exercise should
be more so for educating parents
Parivartan club Initiative

To involve the local college students to help the primary school

students in the learning process.
During weekends college going students can go and teach basic
etiquettes to students along with the basic subjects which the
teachers feel they are lagging at.
The volunteers can plan some fun activities with the motive of
making them learn in the process. A connection can be made
between what students are taught in the schools and what they
see around them.
Volunteers can focus on students who are weak on specific areas.
Curriculum Change

Focus on specific subjects of the school curriculum to make the

teaching of those subject areas more effective.
Various NGOs can involve themselves in helping the students of
primary education by bringing in their expertise in those areas.
Also a new non-formal curriculum can be prepared which would
also involve training of teachers keeping in mind the local
environment.

State Inertia has to be broken

Political blind-spot against elementary education has to
overcome.
Concerned citizen action to be build political lobby for education
