GOVERNMENT
 DILG is the VICE CHAIRPERSON for DISASTER
PREPAREDNESS in the DRRM Act of 2010 (RA
10121). In guise of this mandate, the DILG
through the Local Government Academy (LGA)
initiated OPERATION LISTO: an advocacy
program in strengthening the preparedness of
LGUs for disasters using the WHOLE OF NATION
approach for disaster preparedness

Operation LISTO has three (3) components:

1. LISTONG Pamahalaang Lokal
2. LISTONG Pamayanan
3. LISTONG Pamilyang Pilipino

standardized disaster protocols for
Mayors on early preparedness actions,
response actions, and monitoring
actions through the DISASTER
PREPAREDNESS MANUALS (for hydro-
meteorological hazards). L!STO Teams
were also created at the local level
(DRRMO, M/CLGOO, Fire Marshall and
Chief of Police) as support for LGUs.
The LISTO Disaster
Preparedness Manuals
have been established in
2014 and is now being used
by LGUs. The NDPP and the
Minimum Standards were
adopted by the NDRRMC
last 2015 and is in its

L!STONG Pamayanan are capacity development

interventions that promotes community preparedness
starting from LGUs and to be cascaded to the community.

It started with convergence and dialogues of various local

stakeholders (LDRRMC) on their roles before, during and
after a disaster.

L!STONG Pamilyang Pilipino, on the other

hand, is a partnership with the Department

of Social Welfare and Development (DSWD).

This aims to build capacities of families and

households for disaster preparedness. In the

Family Development Sessions (FDS) of the

recipients of the Conditional Cash Transfer,
