Adds slow-onset, small-scale and biological and


man-made hazards

Increases the scope of action in recovery,


rehabilitation and reconstruction
From WHAT to HOW to do

Articulation of governance to manage disaster risk,


including role of national platforms;
Understanding, tackling disaster risk drivers;
Mobilization of risk-sensitive investment;
Resilience of health infrastructures, cultural
heritage, and work places;
People-centred preventive approach
Primary responsibility of States to prevent and reduce
disaster risk, including through cooperation;
Shared responsibility between central & local authorities,
sectors & stakeholders;
Protection of persons and their assets while promoting and
protecting all human rights including the right to development;
