Scope

This specification defines the

requirements regarding material,
surface preparation, workmanship
and finish for painting, varnishing
and polishing of metal, masonry,
concrete and wood surfaces of Civil
and Structural works.

Material

Material shall be the highest quality products

of well known manufacturers and shall be
delivered to the job site in unbroken packages,
bearing the brand and name of the
manufacturers with labels intact and seals
unbroken and shall be subject to inspection
and approval. Samples of all colours shall be
approved by the MMCI/HPCL Engineer-In-
Charge before any work is started. Except
white-wash and colour-wash, no paint shall be
mixed at the job site.
Scaffolding

Scaffolding where required shall be

erected on double supports tied together
by horizontal pieces, over which
scaffolding planks shall be fixed. The
contractor shall ensure that all
scaffoldings are adequately safe. Where
ladders are used, cloth shall be tied on
their tops to avoid damage or scratches
to surfaces.
 Oil Bound Distempering
Materials

Oil bound washable distemper of approved brand and conforming to

IS:428 shall be used. The primers where used as on new work shall
be cement primer or distemper primer.

Surface Preparation

The surface shall be thoroughly cleaned of dust, from mortar

droppings and foreign matter. All holes, cracks shall be made good
with approved material like gypsum and made even. The surface
shall be washed & scrubbed if required. The primer shall be applied
with a brush on the clean, dry and smooth surface with horizontal
strokes first and vertical strokes immediately afterwards. The surface
shall be finished as smooth as possible. It shall be allowed to dry for
at least 48 hours before starting finishing coat. The primer coat shall
be applied with a brush. The surface shall be finished as uniformly as
possible leaving no brush marks.
Application

After the primer coat has dried for at least 48

hours, the surface shall be lightly sand papered to
make it smooth for receiving the distemper, taking
care not to rub out the priming coat. All loose
particles shall be dusted off after rubbing. One coat
of distemper diluted with thinner, as stipulated by
the manufacturer, shall be applied with brushes in
horizontal strokes followed immediately by vertical
ones which together constitute one coat. The
subsequent coats shall be applied in the same way.
Two or more coats of distemper shall be applied
over the primer coat to obtain an even shade.
 Exterior Emulsion Paint
Material

The material shall be based on

specially formulated 100% pure Acrylic
Resins, light fast pigments and other
speciality additives for excellent
protection against alkali and ultra violet
degradation. It shall form a tough bond
with the exterior surface, preventing
peeling, fungus and algae growth.
Surface Preparation

Newly plastered surfaces generally allowed to cure for at least 2-3 months
before painting.

Surface to be painted shall be free from chalking. All dust, grease and loose
paint, loose powdery particles, fungus/algae shall be completely removed.

The existing growth of fungus and algae, if any, shall be entirely removed
by vigorous wire brushing and cleaning with water. This treatment shall be
done with greater care on the top of the awnings, sunshades, parapets and
other horizontal surfaces where water is likely to accumulate during monsoon.

Previously painted surfaces with oil paints, shall be sanded thoroughly to

remove loose particles and made dull and matt for better adhesion. Exterior
rough surfaces previously coated with cement paint shall be wire brushed and
washed with water thoroughly and allowed to dry.

The exterior surface shall not have water seepage or constant dampness. In
case of painting during the rains, allow for 2-3 days of total sunshine for the
surface to dry out completely before commencing painting.

Application of putty or filling compound shall be avoided while painting on

exterior surfaces. Cracks shall be filled up using a cement and sand mixture in
the ratio 1:3.
Application

No conventional Primer/Putty is recommended on the exterior

surface. Interior Cement Primer usage shall be strictly avoided for
exteriors. Mixing proportions shall be as per stipulation of the
manufacturer. In case manufactures stipulation is not available,
apply two coats of finish paint by thinning 1 litre of paint with 400
ml. of water i.e. add 8 litres of water to 20 litres drum of paint. Two
coats are generally adequate for the purpose. However, in case of
newly plastered surfaces, application of a priming coat with 100%
dilution by volume followed by two coats with 40% dilution by
volume is necessary. A gap of four hours should be given between
two subsequent coats. Horizontal surfaces like the tops of awnings
and parapets should be given an extra third coat for greater
protection. As the finish paint requires 2-3 days for complete
drying, a shower of rain immediately after painting will affect film
build up, necessitating a recoat.
 Synthetic Enamel Painting

Surface preparation shall be by hand

cleaning. Primer shall be zinc chromate
(pigmented in alkyed or phenolic
medium of approved make) of
minimum 38 microns dry film
thickness. The coats of synthetic
enamel paint of approved make of total
100 microns DFT shall be applied as
directed by the MMCI/HPCL Engineer-
In-Charge.
