The Philippine National Police (PNP) is the official

police force of the Republic of the Philippines that is
national in scope and civilian in character.

Its national headquarters is situated at Camp Crame in

Quezon City. It also has Police Offices at all regions,
provinces and highly urbanized cities and as well as
Police Stations at all cities and municipalities in the
country.

By virtue of R.A. No. 6975 (DILG Act of 1990) and R.A. No.
8551 (PNP Reform and Reorganization Act of 1998), the
PNP is a community and service-oriented agency primarily
responsible for the prevention and solution of crimes, and
for the maintenance of peace, order and public safety in
the country.

To ensure effectiveness, efficiency and uprightness in

the performance of its duties, the PNP is placed
directly under the administrative supervision and
control
of
the
National
Police
Commission
(NAPOLCOM).

On April 1, 2016, the PNP has conducted a special

conference in order to tackle the countrys peace and
order situation, particularly the incidence of index
crimes from 2010 to 2015. Index crimes refer to crimes
against persons such as murder, homicide, physical
injury and rape, and crimes against properties such as
robbery, theft and carnapping, among others.

Among the top 5 cities in the country with the most

cases of index crimes, Cebu City ranked 3rd with 38,797
index crimes committed from 2010 to 2015. Cebu City
also ranked 9th from among the cities nationwide with
the most number of Rape cases, with 272 incidents
recorded within the aforesaid 5-year period.

The countrys drug problem also remains to be one of

the major threats affecting the people of Central
Visayas, most especially the youth. As of the 1st Quarter
of 2016, illegal drugs are present in 1,189 barangays
out of 2,446 villages in Central Visayas. 80 of these
barangays are in Cebu City while 27 are in Mandaue
City. In Lapu-Lapu City, on other hand, 27 barangays
have already been affected by the unscrupulous illegal
drug trade and abuse.

The Philippine National Police, under the leadership of its

new Chief, PNP POLICE DIRECTOR GENERAL RONALD
Bato DELA ROSA, has renewed and revitalized its
campaign against crimes, particularly against illegal
drugs, vowing to help the President, HIS EXCELLENCY
RODRIGO R DUTERTE, to eradicate criminality and illegal
drugs in the country within 3 to 6 months through a
relentless and sustained government campaign (PNP
Oplan Double Barrel).

Since the start of President Dutertes Administration,

thousands of drug users around the country have
surrendered to the PNP, promising to end their vice and to
support the Government in its pursuit for a drug-free
nation. Thousands more are expected as the PNP intensifies
its Oplan Tokhang, a program where our police officers
would visit identified drug users and encourage them to
surrender and join the Government in convincing the others.
Hundreds of drug peddlers and leaders of drug syndicates
have also been neutralized. This as we continue to intensify
our campaign against illegal drugs, a scourge that has
caused the destruction of many Filipino lives, particularly
the youth.

We are now reaping the benefits of change, against

crimes, illegal drugs and corruption in government
service, all of which have not only affected the countrys
peace and order situation for so long, but had also
disrupted to such a great extent the country's prospect
for economic growth. Yes, according to the United Nations
Office on Drugs and Crime (UNODC), crimes, drug abuse
and illicit drug trafficking do affect our economy in such a
negative way (UNODC Annual Report 2014).

Unfortunately, the war against crimes

and illegal drugs is a very tedious task,
sometimes even referred to as eagerly
impossible
and
a
never-ending
crusade. But are we going to allow this
kind of mentality to draw us all? The
Filipino people are tired and weary of
the countrys worsening drug problem,
which oftentimes is among the reasons
behind violent deaths and gruesome
crimes committed in the country.
Corruption in the government has also
thwarted the countrys growth in such
a damaging way. If change must
happen, it should happen now and it
should start in each and one of us!
This is not just our fight. This is our
fight. This is everybodys concern. As
the youth of this country, you are its
most precious possession. ItsBac
