1. Introduction
Background
Modern administrative system in Ethiopia is believed

to be established on the turn of the first decade of


the 20th century during the time of Emperor Minilik II
"Central Personnel Agency" (C.P.A) was established
pursuant to order No 23 of 1961 and started
functioning as of June, 1963.
During the Military regime its name was changed to
Public Service Commission (P.S.C) with a new
organizational Structure
The F.D.R.E, the Federal Civil Service commission
(F.C.S.C) was Established by proclamation No 8/
1995.

program to provide video
conference from different
areas.
The system has video camera
and microphone system,
display units video
conferencing software ,
recording system etc
I have seen how connection is
established between the
conferencing centers using the
ping test command

3. Problem in the bureau


I have noticed the Bureau has a problem

of using a website. There are two websites


http://www.mcit.gov.et/
http://www.dire-dawa.gov.et/

The first one updated in 2010 and only in

english
The second one updated in July 2015 and
has Amharic, Oromifa, Somaligna and
English languages, and the contents are
not managed evenly in all languages.

I have raised this problems to my company

advisor and he has advised me to refer to the


two sites mentioned in more detail and the
site of Ministry of Public Service and Human
Resource Development as a competent site.
I have tried to indentify the current
requirement of the bureau based on the new
organizational structure, the services it
provided and the customer service needs in
order to develop a new website that satisfies
the bureau needs and customers
requirements.

I have discussed with my company advisor

different points about website layout of each


page, navigation layout, color choice, images ,
bureau and customer needs,
I have learnt HTML, JAVA script and CSS
languages to basically understand the website
development skills with the help of my
advisor and the materials provided
I have tried to construct a simple website for
the company

Conclusion
I have experienced different working skills,
working as teams,
communication.
The internship program has helped me a lot in

developing practical skills on knowledge


gained in the campus and gaining a new
knowledge on skills like
computer networking & maintenance
video conferencing system
website programming

Recommendation
The ICT Directorate has to manage the

training it provides and the training it's staff


members takes systematically so that
accomplishing a single task would not take too
long.
The Directorate has to give strong emphasis
to develop office automation systems in
house.
The directorate has to find away to keep its
experienced skilled manpower from leaving
which is currently causing a big problem in
handling and completing larger projects
