BACKGROUND OF THE STUDY


Traffic congestion is a growing problem in
many metropolitan areas. Congestion increases
travel time, air pollution, carbon dioxide (CO2)
emissions and fuel use because cars cannot run
efficiently (OToole, 2012).

According to an interview with Threlcie A.


Villaces, Security Officer III, Traffic Administrator /
TFRO - Designate on July 31, 2015, the rapid
increase in economic growth in Surigao City
affected the congestion on critical roads such as in
Narcisso Street corners Magallanes and Diez
streets.
Experts from Metro Manila Development
Authority (MMDA) conducted a study last summer
of 2015 and proposed an alternative way to reduce
the congestion of roads in Surigao City.

Conclusions made with regards to the heavy


flow of traffic that resulted in congestion varies
during summer compared to the months of June to
March, the time for beginning a session of school
or study will inevitably generate a peak of heavy
traffic flow.
Thus Threlcie A. Villaces, Security Officer III,
Traffic Administrator/TFRO - Designate suggested
to conduct another study to observe, test and
analyze the situation by obtaining actual data for
the year of 2015-2016.

The data obtained will be quantified from desired variables


such as the time required from loading/unloading and the
speed of vehicles versus the time traveled influenced by the
existing road markings and signages. Also data from the
summer of 2015 will be collected as a basis for possible
solutions on problems arising based on the variables with
the consultation of the City Traffic Management Office.

STATEMENT OF THE
PROBLEM
This research is a follow-up study that
supplements the thesis pursued by MMDA
(2015). The study aims to identify and solve
problems arising from traffic congestion using
the data obtained in this research and the data
from the summer of 2015 as a basis for possible
solutions.

This study seeks to investigate the following methods


as solutions:
1. Will the positioning of road markings, signages and
designation of loading/unloading areas as shown in
Figure 1 help reduce traffic congestion?
2. Can time versus the flow of vehicles influence the
aforementioned methods?
2.1 If yes, how can it solve the problems identified?
2.2 If no, what alternative variables can be used?

This study endeavors to produce beneficial
results in the area studied such as;
Safety of property and life
Useful means of time
Efficient use of energy/fuel
