Summary
To cater growing number of subscribers, system

provider must expand the network which includes

adding BTS and BSC. However, somehow expanding
the network can lead to improper LAC dimensioning
which can degrade some KPIs.
Re dimension LAC can improve the following KPI:
Paging success rate
SDCCH utilisation (reduce SDCCH congestion
and improve SDCCH
success rate).

Criteria to re dimension LAC

Number of paging command(Mc8a) per hour

Number of paging command per hour is taken on busy hour fo

in a LAC
The value should be similar for all cells in one LAC. If not, mos
value will be considered.
Compare the value with the limitation which is provided in ne
If the value exceed the max paging per hour as recommende
number of cells in a LAC should be reduced and moved to oth
If the value is too low, it is recommended to remove the LAC a
the cells to surrounding LAC if the Mc8a value of surrounding
below the limitation.

MC8a(Number of paging command) vs LAC

Number of paging command on busy hour has been collected for one
week.
Data collected can be summarised as below:
2 LACs, LAC 20151 and 20331 have exceed the limitation and
number of the cells in this LAC must be reduced.
7 LACs have a very low number of paging command and cells in
these LACs should be combined with surrounding LAC and these
LACs can be deleted.
5 LACs have been used for satelite sites and no action should be
done on these LACs
1 LAC has been assigned temporarily due to BSC problem

LAC
Please find attached below list of cells which required
to be moved to another LAC due to low number of
paging command, island LAC or exceed some
limitations. Total of 189 cells have been identified to
perform LAC re dimensioning action.

Additional recommendation
Three different areas belong to same LAC, LAC
20392. However
No action to be taken as for now as the
limitation is not exceed. However, It is
recommended to re dimension this LAC as to improve SDCCH
utilisation.
