About Refarming

Security Level: Internal

Definition
Refarming is a strategy of reuse their frequency resources and introduce new radio
communication technologies to improve the spectral efficiency and data throughput.
Examples
1- Refarming for Remove GSM-R Band

2- Refarming for Using U900 Spectrum

Why the GU 900 MHz Refarming

It is necessary to ensure that the original GSM network coverage and capacity, but also to ensure the quality of U900's new
network.

How to reduce co-channel and adjacent-channel interference between GSM900 and UMTS900 networks, And also had
below advantages.

Gains in spectral efficiency

Some operators can deploy a UMTS network without purchasing any UMTS licenses.

Gains in coverage
UMTS900 has a 7 dB path loss advantage over UMTS2100 in free space conditions. This advantage can be more than 20
dB in indoor scenarios

Gains in capacity
In coverage-limited and non-interference-limited scenarios ,UMTS900 has larger throughput and capacity than UMTS2100
since UMTS900 has higher receive levels and Ec/Io.

Challenges of the GU 900 MHz Refarming

1.

After the Refarming, the GSM frequency resources are greatly reduced. In this case, how to
smoothly transfer GSM900 traffic to the GSM1800 or UMTS900 network to keep the GSM
network quality (GSM Traffic Transfer Solution )

2.

Whether the antenna of the GSM900 network can be reused by the UMTS900 network with
network quality kept and cost saved (Antenna Solutions )

3.

How to balance traffic load among the GSM, UMTS, and LTE networks after the UMTS900
deployment (UMTS Inter-Carrier Bearer Solution )

GSM Traffic Transfer Solution

To keep the GSM network quality, must keep the frequency reuse coefficient after the Refarming as before.
Otherwise, should assess the network performance degradation caused by tightening of the coefficient.
And implement the maximum average cell configuration based on the available GSM 900 MHz resources
No. of frequencies available in NW = W

BCCHs = M

TCH= N

No of Carrier per cell = X

Q =No. of available GSM frequencies after the Refarming

Allocating frequencies to BCCHs and TCHs separately

1- None FH or BBH
Z = The frequency reuse coefficient of the BCCH = M
Y = The frequency reuse coefficient of the TCH = N/(X1)
Average CellTrxNum =(Q -Z)/ Y + 1
2- RF FH
Z = The frequency reuse coefficient of the BCCH = M
Y = The frequency reuse coefficient of the TCH = 3*(X-1)*N
Average CellTrxNum = (Q -Z) / (Y/2) + 1
Allocating frequencies to BCCHs and TCHs in combined mode

In this case, BCCHs and TCHs use the same frequencies, the frequency reuse coefficients of
two are the same.
The frequency reuse coefficient of the BCCH & TCH = W/X
Average CellTrxNum = Q / (W/X)

Antenna Solutions
In the Refarming scenario, the UMTS system is built on the existing GSM system, Which can reduce the
network construction cost of operators;
But should be considered the impact of the co-antenna system on the performance of the GSM and UMTS

keep the GSM network quality

Antenna Solutions
Impact on Network Performance
For rural areas,
Due to the site distance is large and the traffic volume is small.
And due to the UMTS use the antenna engineering parameters of the GSM network.
Both causing little impact on UMTS network performance.

For urban areas,

Due to the site distance is too small, the traffic volume is high and coverage overlap will occur
And due to the UMTS use the antenna engineering parameters of the GSM network.
Both causing serious interference which affects UMTS network performance seriously.
To decide whether to adopt the co-antenna solution.
Check whether the down tilt, inter-site distance, azimuth angle, and site height of the exist network
Otherwise, optimize the RF of the exist network

Frequencies Scan preparation

BCCH/BSIC check or adjustment

prepare Co-BCCH,Co BSIC check overall refarming cluster and buffer zone, using
Naster to avoid scripts preparation errors,

BA List Preparation
for preform scan of new BCCH frequencies should to configure it in BA list for each
refarming cells. but due to high number of defined neighbor, will face problem to
configure it so should remove redundancy neighbor then collect how many round to scan
all BCCH frequencies, using below sheet as shown below.

Configure New BCCH Band in BA list

After minimize No. of defined neighbor and minimize scan round, send to customer scripts for
configure BA list manual using below tool and send frequency scan plan with start time and
end tie for each round,
Freeze network forbidding network operation for rounds period to start MR collection.

MR Collection

BA2 Generator

during rounds should collect MR from below path to avoid missing some MR as its periodically
removed.
