Lincolns Ten Percent Plan

Lincoln wanted the South to be reunited


with the North quickly

Many argued that Southerners should be


punished for the illegal acts they
committed during the Civil War

Lincolns Plan said that in order for

come back to the Union without
receiving punishment, they had to swear
an oath of loyalty to the Union and
Declare that Slavery is Illegal,
