CREATION OF TRANSITION TEAMS
Administrative Order 285 was issued by the
President on 9 May 2010 creating the Presidential
Transition Cooperation Team (PTCT) and Agency
Transition Cooperation Team (ATCT).
A.PTCT shall be responsible for the overall
coordination, implementation and supervision on
the preparation of the Transition Blueprint (TB).
B.ATCT shall be responsible for the preparation of
the agency’s Organizational Transition Reports
(OTRs) and Functional Transition Reports
(FTRs).
CREATION OF TRANSITION TEAMS
A. Presidential Transition Cooperation Team

Director-General, PIA
The OES and PMS shall jointly provide technical and
secretariat support to the PTCT.
FUNCTIONS OF PTCT
1. Serve as the overall and central coordination
team on the preparation and implementation
of the TB;
2. Prepare guidelines on the specific
preparations for the turn-over;
3. Direct, oversee and consolidate the
preparation of the agencies’ OTRs and FTRs;
4. Identify and prepare an inventory of key
positions to guide the President-elect; and,
FUNCTIONS OF PTCT
5. Serve as a clearinghouse for the
recommendations of the ATCTs regarding the
persons and/or organizations meriting the
recognition of the Arroyo Administration in
achieving its goals, and submit to the President
the final list of said individuals/organizations.

B. Agency Transition Cooperation Teams

Transition Coordinator in each agency shall be


appointed to regularly coordinate with the
PTCT Secretariat.
FUNCTIONS OF ATCT
1. Prepare the agency’s OTRs and FTRs;
2. Identify and summarize agency’s major policies,
programs and projects and other concerns;
3. Conduct orientation for incoming officials and their
staff;
4. Establish systems and procedures for smooth
transition; and,
5. Extend technical and administrative
assistance to the incoming Head of Office and
staff.

Recommended dates to conduct Transition Planning
Session (TPS)
TPS shall:
 Establish and define the processes and parameters
that shall guide the government during the transition
period.
 Formulate the TB which shall provide readiness for
an efficient and effective turn-over of the
bureaucracy to the next Administration.
OBJECTIVES
1. Provide orderly and smooth transfer of power to
the next Administration through its readiness to:
b. Orient the incoming Administration on the
government’s structure, procedures and
decisions flows;
c. Provide information to the incoming
Administration of the policies of various
departments/agencies, their specific mandates,
vision/mission, objectives, functional structures,
key officers and their credentials, and other
administrative matters; and,
OBJECTIVES
c. Prepare measure for continuity, particularly the
clustered forward-looking national education
program of the DepEd and TESDA as planned
by the PTF on the Education System.
2. Ensure continuous delivery of services during
the transition phase;
3. Document the accomplishments and legacy of
the Arroyo Administration; and,
4. Give due recognition to individuals, institutions
and other civil society organizations who have
assisted the Arroyo Administration achieve its
goals.
SCOPE AND COVERAGE

All government departments, agencies,


bureaus, government-owned and
controlled corporations (GOCCs) and
other instrumentalities.
PREPARATION OF REPORTS
The ATCT shall prepare and submit to the PTCT
the following documents:
1.OTRs provide information on the agencies’
organization; strategic linkages and public clientele;
resources (financial and physical) and
accomplishments in their streamlining/
rationalization plans; and, other challenges and
proposed areas for action of the new Office Head.
2.FTRs include status of policies, reforms, on-going
and pipelined major programs and projects and
legislative agenda and accomplishments.
FUNDING SUPPORT

The funding for the transition plans and


other transition activities shall be
sourced from the respective budget of
the departments/ agencies/ GOCCs.
