Timely Feeding of data in IRRS & Authentication in


DISFM Module as well as timely feeding of data under
PMS Module
Area Managers are directed to feed the data in
IRRS on daily basis and there should be no lagging
of data in IRRS for more than one day.
Area Managers are advised that they keep regular
watch on the IRRS data feeding by the subordinate
Offices i.e., Depot Offices and ensure that IRRS
should reflect the data of previous/last transactions
date by 11.00 AM on the current date.
Area Manager to ensure prompt data feeding under
PMS module.

Timely Feeding of data in IRRS &


Authentication in DISFM Module
Area Managers are advised that all the
entries in the DISFM Application are exactly
synchronized with IRRS application. Area
Managers is being advised to submit the
certificate along with F1,F2 and M-10 that all
the entries in IRRS is matched with DISFM .
All the entries in DISFM application should
be made by 2nd and 17th of the every month
without delay.

Important Issues Pertaining to


QC
Paddy arrangement/procurement operations during KMS 2015-16 shall be
strictly as per GOI/HQ/ZO policy/directions for KMS-2015-16..
The accepting officer should be sensitized in accepting paddy within the
permissible specifications/moisture limits. Whenever MC exceeding
prescribed limit is procured , necessary value cut needs to be imposed.
Quantity procured should be immediately shifted to godowns and not to be
kept in the Mandies.
Detailed guidelines given by GOI for procurement during KMS 2015-16 has
to be strictly complied with.
All the units/depots should be kept in spic & span condition.
All the leakage points in the sheds be got plugged/repaired as well as deblocking of drainage system in depots in view of monsoon conditions.
Stocks confirming to uniform specifications should be issued to PDS/OWS.
NOC/NDC in respect of Lab/Technical Equipments/chemicals/covers should
be submitted by Area Managers in time so as to release the EMD/security
to the concerned parties.

Monitoring of Court Cases


1. All the court cases should invariably be attended by
officers not below the rank of Manger of the operating
divisions
concerned.
2. While seeking legal opinion or informing the case status,
the operating divisions of Regional and District offices should
clearly specific queries if any well before time for seeking
such opinion especially D.O., Shakti Nagar should give up
generalist
approach
in
drafting
letter.
3. It is desired that the conducting advocate should be
briefed about the case one day ahead of the hearing of the
case so that no complication arise on the day of hearing of
the
Court
cases.

before any Court without having it legally vetted from

2. The details of the development of the court case should be

Implementation Approach

1. FSD Mayapuri has been selected for implementation of Depot Online


Module on its first phase, which is likely to be rolled out in the first week of July,
2015. Hence utmost preparedness is required for the same. Newly recruited staff
to be deployed on Depot Online assign them to Depots
2. Facilitate IT infrastructure, internet connectivity, power backup etc.
3. Site preparation with adequate space and other logistics for hardware, training,
testing etc.
4. Identify All users of the new application who require application training
5. Nominate Nodal officers for each depot and form a Dedicated cell at district
level.
6. Feedback/ suggestions, if any, for the implementation of Depot Online System.

Graphical Reports - for various operation in the depot viz, Weighment Check Memo,
Acknowledgment , Analysis report, MSA etc.
10 % weighment in siding depots should also be considered while integrating the weighbridge.
Back up plan for feeding the data in case of breakdown of Handheld tablet/POS or loss of
connectivity of the system.
The data of the depots should be interlinked with other data bases such as handling and
transport contractual rates, labor handling cost etc so that movement plan (inward/Outward) and
monthly issues should be generated by the system itself taking into consideration the financial
viability along with maximizing capacity utilization
Detail module / functionality covering Gunny, other consumable & dead stock Accounting
Scheme-wise Allocation & Off take for a period for Districts, ROs monitoring
Operations at depot level have to be real time and can be facilitated by opting mobile phone
based applications available with Shed In-charges
Dashboard software / Business intelligence tool to be added
Digital signature : registration of signature of each officer/official involved in the handling of data
at various levels is necessary
Batch update of data captured offline at one go or at a specific time of the day
Mapping of stock in contingent situations
Quantity of RO to be lifted and how much has already been lifted
Stacks allocated to millers in some depots
Shed number allocated at weighbridge by the Depot Manager
