RA 10630 Act Strengthening the Juvenile Justice
System in the Philippines amending RA 9344.
- Social services for CICL (i.e. intervention program)
- Inclusion of expenditures on the intervention program for
CICL and children at risk in the LGUs annual budget
- HUCs and provincial government include a separate
budget for the Construction and maintenance of Bahay
Pag-asa including the operation of Intensive Juvenile
Intervention and Support Center
- No penalty shall be imposed on childrenon ordinances
enacted by LGUs concerning juvenile status offenses

RA 10410 Early Years Act of 2013
Local government units (LGUs) shall include allocations from
their Special Education Fund (SEF) and Gender and
Development (GAD)
Fund in addition to other local funds to be utilized for the
following
purposes:
(1) Support the implementation of their ECCD Program;
(2) Organize and support parent cooperatives to establish
community-based ECCD programs;
(3) Provide counterpart funds for the continuing professional
development of their ECCD public service providers; and
(4) Provide the facilities for the conduct of their ECCD
Program.

RA 8980 EARLY CHILDHOOD CARE AND DEVELOPMENT
(ECCD) Act
Local government units (LGUs) shall be primarily responsible
for:
(1) Implementing the National ECCD Program by providing
basic
public ECCD services;
(2) Supporting the organization of parent cooperatives to
initiate the
establishment of ECCD programs;
(3) Ensuring that service providers of public ECCD programs
under
their supervision shall be justly compensated, that
adequate funds are made available, and their working
conditions are conducive to fulfill national quality standards;

RA 7610 Special Protection of Children Against Abuse,
Exploitation
And Discrimination Act of 1992
(a) Monitor and regulate the establishment and operation of internet cafs
and kiosks or similar establishments;
(b) Monitor and document cases of child pornography in their areas of
jurisdiction;
(c) Undertake education and information campaigns;
(d) Support the establishment of national databases, in coordination with
the DOJ and the DSWD, through the regular submission of reports by the
respective LSWDOs;
(e) Establish and support communitybased initiatives;
(f) Provide basic social services for the prevention, rescue, recovery,
rehabilitation and reintegration/after care support services to victims of
child pornography and their families;
(g) Enact and implement ordinances or issuances aimed at providing
protection and support to victims of child pornography and adopt measures
to prevent and suppress child pornography cases, including the

h)Coordinate with the Council and the DILG to ensure uniformity and
onsistency between the local ordinances or issuances;
) Ensure the participation of the Sangguniang Kabataan (SK),
allocation of sufficient funds from the SK funds and resources
for the initiatives against child pornography at the barangay level;
) Strengthen, activate and mobilize existing childfocused committees,
councils, similar organizations, and LGUs at the provincial, city,
municipal and barangay levels to prevent and suppress child
pornography cases; and
k) Assist in the filing of cases.

which violate the provisions of this Act and ensure
effective prosecution of such cases.

trafficking in persons through the establishment of
the Migrants Advisory and Information Network
(MAIN) desks
