RHD Overview
The Roads and Highways Department (RHD) was created in
1962 when the old 'Communication & Building (C&B)
organisation was split into 2 separate bodies (the other being
Public Works Department). RHD is responsible for
communication and maintenance of the major road and
bridge network of Bangladesh.
Since the Department was established the size of the major
road network in Bangladesh has grown from 2,500 kms to the
present network of 21,302.08 Km.
The RHD is headed by a Chief Engineer who is supported by
a number of Additional Chief Engineers. The total number of
posts in the Department is 9,369

Mission & Responsibility of RHD


The departmental goal is that "The Roads and
Highways Department is able to provide the People of
Bangladesh with a safe, cost effective and well
maintained road network".
And the purpose of the RHD is stated as follows:
"The Roads and Highways Department has a
sustainable capacity to plan, manage and deliver its full
range of responsibilities in respect of the main road and
bridge network and to be accountable for these duties".

Personnel
RHD consists of five Headquarter Wings/Zones and
ten Field Zones, each headed by an Additional Chief
Engineer who reports directly to the Chief Engineer.
In addition there are PD,APD will be assigned to
manage project works.
The current sanctioned staff of the Department totals
9,310 comprising 629 Class I, 875 Class II, 4,518
Class III and 3,288 Class IV post.
Out of this total figure there are currently about 6238
vacant posts all of which except about 323, are from
Class III and Class IV staff.

Some facts about RHD


Non tax Revenue every year 400 crores
Tax Revenue every year: 600 crores.
Each year about 2000 kms of roads is manitened by
overlay & DBST. Around 1500 kms roads are
maintained by minor maintenance program(e.g: seal
coat, pot holes etc.)
Each year around 1000 kms roads have been
widened ,strengthened under annual development
project.Approximately 1500 m bridges are
constructed on RHD network every year

Assets
RHD has at it's disposal a huge amount of assets in
the form of roads, bridges, land, ferries, equipment
and buildings, the combined value of which has
been conservatively estimated at Taka 46,000 Crore
(approximately US$8,000 million). Of this, by far the
greatest proportion consists of the 20,866.36
kilometres of road and the 18,258 bridges. This total
asset value is the largest of any individual
organisation in Bangladesh and indeed probably
exceeds the combined total of all private sector
businesses operating in the country as a whole.

Dream & Reality


RHD is trying to create safe & econimical
communication facility to all over the country.
Every year It demands huge budget to maintain road
& bridges but there is big gap in demand and fund.
RHD is continuously trying to provide sound & safe
network with this short fund.
We dream that in future we will be the pioneer part in
the world to develop resilience & sustainable
infrastructure work.
