Warm-up (5 min)
Postwar suburbia was an expression of the longheld American Dream: a house of ones own, a little
plot of land, a clean and decent place to live. But if
suburban lawns were green, the suburbs
themselves were white. As usual, the overwhelming
majority of African Americans had been excluded
from the dream. - A. Axelrod

The Problem The span

between Civil War Reconstruction
and the 1940s was about 80 years.
With Jim Crow entrenched in the
South and institutional racism
(accepted racism) throughout the
country, the prospects of African
Americans reaching the American
Dream were dismal.

The Question: You are an

advisory committee to the
President (1948). What would you
advise the president to do in order
to reverse the above?
