The three most utilized services were Police 32% Power 17%
and Taxation 13% followed by Health, Education, Land
Administration and Judiciary.

The most frequent reason given for contacting the


Police was to make a First Investigation Report (FIR)
followed by violation of traffic rules and to get a release
from a false arrest.

100% of the respondents who had had contact with the


police over the previous year faced corruption.
According to the survey conducted by CIET/NRB, 59% of the
people paid an average of Rs. 28,747 to Police.(P-26)

to contact police for a matter of personal
safety
o Number of vulnerable household willing to
contact police declined since 2002
o Only 28% of households in Punjab believed
that presence of police in their makes them
feel safe
o In 2002, only 12% of households reported
contact with police in the last five years.
