- Lack of awareness against disaster risk could lead

- Community-based Multi Risk Mapping through Town
Watching is an effective tool to raise public
awareness of disaster risks
- By identifying the positive/negative features,
people can discuss possible countermeasures and
priorities to solve the problems

Background
Need for Disaster Risk Perception
- Lack of public awareness against disaster risk could lead to huge
human and economic losses
- Risk perception gap the actual risk and whats recognized by
people
- Many national & local governments and experts have developed
hazard maps to raise public awareness
- Hazard maps should be utilized effectively

What is Community-based Multi Risk Map? (1)


Community-based Multi Risk Map
- Risk map covering multi hazards with the involvement of
community/ residents, officials and experts
- Town Watching is conducted in order to develop
Community-based Multi Risk Map
- Town Watching method is widely used in urban planning
and environment fields but it was first applied systematically
to disaster risk management in the late 1990s

Objectives
- To involve local residents in developing the risk map for
their community
- To reflect the opinions of local residents in policies made by
their local government
- To promote common understanding of risks among local
residents, government officials and experts

Get necessary information on DRR
- Basic knowledge on disasters, disaster management, hazard
assessment etc
- Basic knowledge on town watching site such as disaster
history, topographical characteristics etc
- Prior communication with local authorities and communities

Building back better during this process means not generating new risks
and mitigating existing ones.

Preparation
Before town watching
- Divide into groups
- Each member is to play a role;
1) group leader
2) navigator
3) photographer
4) note-taker (findings, map, routes, photo-taken spots)
5) presenter in the presentation
- Tools: camera, notepad, pens and map

Field Survey
Town watching by group
Each group walks around the streets
1) survey and photograph both positive & negative
features in DRM
(App. 20 features for each feature)
2) identify high risk areas, evacuation routes/ centers
3) interview residents if possible

Mapping
Make a community-based risk map by integrating findings
during town watching
Mark findings on the map
- routes where the group walked around
- positive/negative features on DRM
- evacuation routes, shelters etc

Analysis
Summarize the results based on the findings of town watching
Make a table of analysis which includes
- problems, and respective
- solutions/ countermeasures
- responsible organizations
(national/ local government, community, resident etc)
