Prevention of Cruelty

to Animals Act

actively engaged – promotion of welfare.
Rules:
 Where the experiments are performed by the institution –
their heads are responsible for all correspondence.
 The experiments as far as possible are performed while
that animal is under the influence of an anaesthetic.
 If there is a possibility of using a small animal for an
experiment, use of a large animal should be avoided and
where it is possible to substitute the used animals by
devices such as models or films etc., such substitutions
should be made.
 Animals – used for the experiment – should be properly
looked after, before and after the experiments performed
should be maintained.
Inspection
 Committee or any of its officers are
authorised to inspect any place where
experiments on animals are performed:
 Check the records.
Prohibitions of Experimentation:
 Not caring – any institution – accordance
to rules – it may prohibit –
experimentation.
Penalties:
 Fine – Rs. 200.00
PCAA 1960 (59 of 1960):
 Conferred powers by subsection (1) (1A) and (2) of
section 17 provides for the constitution of drafts.
 Under the breading of animals, 1998 were
published (Control and supervision of animals).
 Set some rules:
 They may called Breading and Experiment on
Animals Rules, 1998.
 They shall come into force on the date of their
publication in the Official Gazette.
Breading of Animals:
 No establishment shall carry on the business of
breeding of animals for the purpose of
experiments unless it is registered.
 Every breeder/establishment caring on the
business of breeding animals for the purpose of
experiments, shall apply for the registration within
60 days from the date of commencement of the
rules, and stop breeding if rejected by the
committee.
Registration of Establishment:
 No establishment- without

Application for registration:
 Application for regn. – for breeder – under
subrule – (b) of rule 3
 Establishment – Subrule (b) of rule 4 to
the Member secretary.
 Authorised officer – member secretary.
Details of the Experiments Conducted:

 Every registered – maintain a register as


per the specified format.
 Member secretary of the authorized
committee - examine.
Stocking of Animals:
 Animal house: located in a quiet atm. –
undisturbed by traffic
 Animal cages for – small animals
 Stable – large animals
 Standards made for – Indian standard
Institution for – cages and stables
 Animal attendant – trained
 Animals looked after, before and after the
experiment.
Permission of the Committee Required
for Conducting Experiments:
 Every Regd. – before acquiring an animal
or conducting any experiment on animal
 Member secretary of the committee or the
IAEC shall cause the application for
permission to be brought before the
Committee/IAEC – if satisfied – may grand
permission – name of species and number
of animals
Transfer and Acquisition of Animals
for Experiment:
 Breeder shall not to transfer any animal by sale
or otherwise to establishment not registered
 An establishment shall not acquire any animal
by sale or otherwise except from a regd breeder.
 Every establishment – after acquisition – not
sale
 No animals shall be imported by a breeder or an
establishment which is available in the country.
 Breeder/ establishment – comply with the
directions of Committee
