A.Personal milestones such as
birthdays/wedding/wedding anniversary celebrations
and other similar milestones, including death
anniversaries.
B. Parental obligations such as attendance in school
programs, PTA meetings, graduations, first communion,
medical needs, among others, where a child of the
government employee is involved.
C. Filial obligations to cover the employees moral
obligation toward his parents and siblings for their
medical and social needs.

D. Domestic emergencies such as sudden urgent
repairs needed at home, sudden absence of a yaya or
maid, and the like.
E. Personal transactions to cover the entire range of
transactions an individual does with government and
private offices such as paying taxes, court appearances,
arranging a housing loan, etc.
F. Calamity, accident, hospitalization leave pertain to
force majeure events that affect the life, limb and
property of the employee or his immediate family.

1. An employee can still avail of his birthday or wedding
anniversary leave if such occasion falls on either a
Saturday, Sunday or Holiday, either before or after the
occasion.
2. Employees applying for special privilege leaves shall no
longer be required to present proof that they are entitled
to avail such leaves.

3. Three-day limit for a given year shall be strictly
observed: and employee can avail of one special
privilege leave for
three (3) days or a combination of
any of the leaves for maximum of three days in a given
year. Special leave privilege are non-cumulative and
strictly non-convertible to cash.
4. Special Leave privileges may be availed of by the
official/employee when the occasion is personal to him
and that of his immediate family.'

ON SICK LEAVE

Section 23. Application for Sick Leave


-----shall be made on the prescribed form and shall be filled
immediately upon employees return from such leave. Notice
of absence, however, should be sent to the immediate
supervisor and/or to the agency head. Application for sick
leave in excess of five (5) successive days shall be
accompanied by a proper medical certificate.
---In ordinary application for sick leave already taken not
exceeding five days, the head of department or agency
concerned may duly determine whether or not granting of
sick leave is proper under the circumstances. In case of
doubt, a medical certificate may be required. (Amended by
CSC MC No. 41, s.1998)

Section 57. Limit of leave without pay


Leave without pay not exceeding one year may be
granted, in addition to the vacation and/or sick leave earned.
Leave without pay in excess of one month shall require the
clearance of the proper head of department or agency.

Section 63. Effect of absences without approved


leave
An official or an employee who is continuously absent
without approved leave for at least thirty (30) working days
shall be considered on absence without official leave (AWOL)
and shall be separated from the service or dropped from the
rolls without prior notice. He shall, however, be informed, at
his address appearing on his 201 files or at his last known
written address, of his separation from the service, not later
than five (5) days from its effectivity.

If the number of unauthorized absences incurred is less than


thirty (30) working days, a written Return-to-Work Orders
shall be served to him at his last known address on record.
Failure on his part to report for work within the period stated
in the Order shall be a valid ground to drop him from the
rolls. (Amended by CSC MC Nos. 41, s.1998and 14, s. 1999)

(1) Own, control, manage or accept employment as

allowed by law;
(2) Engage in the private practice of their profession
