In the 3G preferred strategy, the start threshold cannot be restricted. But the 2G cell signal is strong. Therefore, it is
impossible to require the 3G cell signal is better than the 2G signal cell, thereby failing to restricted the relative
threshold. Since the selected 3G cell must meet the requirements for minimum threshold, the correct way is to
configure the proper minimum threshold.

Qsearch I, Qsearch_P, Qsearch C :

Set as 7, so MS can always search the 3G cells

FDD Q Offset:
Set as 0, so MS can always select a cell if acceptable
FDD Qmin:(Minimum threshold)
Set as 7, can be optimized to balance traffic and avoid PS Pingpong
Reselection

Notes:
FDD_Qmins value range is modified since Sep. 2003 based on CR
GP-032221 as: 0= -20dB, 1= -6dB, 2= -18dB, 3= -8dB, 4= -16dB, 5=
-10dB, 6= -14dB, 7= -12dB.
