The Journey of a Bill

(1)The Birth

Once upon a time, a bill was born in


the house of representatives. Only a
member of congress in either House
can give birth to a bill. Representative
Sad gave birth to the bill. Bill sponsors
Senator Grumpy and Representative

A Bill

To stop children from walking on the


streets and bothering families by
banning Halloween.

Whereas
Whereas, children are becoming too
rowdy. Whereas children are becoming
too happy. Whereas doorbells are
ringed constantly.

Declaration of the Law

Therefore be it enacted that starting


next year, celebrating Halloween is
illegal.

Penalty

The penalty of violating this law would


be beheading.

Celebration

The bill was then introduced to the


Committee of Celebration. Discussion was
made; to kill, amend or approve the bill? The
Bill was amended. Instead of banning
celebrating Halloween, it was decided to ban

of Representatives

Amended and passed by the Committee of


Celebration, the bill is sent to the whole
House for debate and vote. Once again, the
bill can be killed, amended, or approved.
The House then amends the bill, so that

Committee

The bill is introduced in the Senate, and then


sent to the Senate committee where it can
once again be killed, amended, or approved.
This time, the bill is approved, with a
majority of yea votes. Children can trick-or-

Senate

The bill is sent to the whole Senate to


debate, and once again does not get
killed. The bill passes without being
amended, with a majority of yea votes.

(7)Conference Committee

Now, each House passes its own bill. The Senate,


passes a bill to ban children 10 and under from
going trick-or-treating alone past 7pm. The House of
Representatives passes a bill to stop all children
from trick-or-treating alone past 8:00. The two
houses must resolve their differences, and finally
pass one bill; a bill that bans children 10 and under
from trick-or-treating alone, and all children must

The bill returns to the House and


Senate to be voted AND APPROVED!

(9)Oh, President!

The bill is finally given to the president


to approve, or disapprove (veto). The
President Vetoes the bill!

(10)Bill, will you die?

Now, both Houses can either


reconsider the bill or override the veto.
The Veto is overridden! The Necessary
67% of votes from both houses is
achieved! There are 290 votes in the
House and 67 in the Senate. The bill

An Act
A bill to keep children safe and from bothering people at night, by
banning children 10 and under from trick-or-treating alone, and all
children to stop by 8pm. Whereas children are irresponsible.
Whereas children are hurt easily. Whereas many people want to
sleep.
1. Therefore be it enacted, that starting next year, Children 10 and
under may not trick-or-treat alone, and all children must stop by
8pm.
2. The Penalty for violation of this law is beheading.
