PRB CAC Relief Interim Guidance for Holiday Traffic

(VoLTE Markets)
HQ RAN Best Practices and Standards

Problem Statement
VoLTE QCI-1 bearer setups were rejected due to CAC of UL PRB load, mainly
in 5 MHz bandwidth. The number of RRC connected / default bearers have
not reached the maximum capacity, nor the VoLTE number of users.

VoLTE markets can use step 2(a) and 2(b) for relief on sectors blocking due to no
etween carriers.

Step1: Short Term Relief for Holiday Traffic-

VoLTE

Markets Only

Reduce the minimum bit rate for BE for UL and DL to reduce the PRB calculation.

Adjust the CAC thresholds for the four level PRB CAC to dimension for VoLTE + Video calls.

Cap the UL PRB consumption per kbps to 10 (spare parameter) based on the UE condition.

Disable the PRB consumption calculated per bearer type ( VoIP).

Possible Things to watch:

Reduced PRB utilization, which can reduce the PRB based offloading or load equalization.
Possibility of admitting more users (ones CACing before), delay offloading.

The markets will have to identify the sites (from monitoring list) and fix on the need basis .

The short term relief should only be used in the markets with commercial VoLTE traffic.

Identify sites that will need the short term fix for the new year or holiday traffic.

Implement the changes before the network freeze starts on 12/24 .

Utilize the steps 2(a) and 2(b) for further load balancing.
Follow the change management process (reduce POE risk) and open the CR as required.
