(HRM). Specifically, human resources are
one of three principle health system
inputs, with the other two major inputs
being physical capital and consumables.

Distribution
1. Compulsory measure

Since 1976 all newly graduated doctors


have worked for govt. services for 2 years,
if not, they would be fined by paying
11,300 US$
Since 1990 have started using measure to
new dentists to work for govt. services for
3 years, if not, they would be fined by
paying 13,000 US$
Since 1990 this measure have also
extended to new pharmacists to work for
govt. services for 2 years, if not, they
would be fined by paying 8,800 US$

Reset allowance for health personnel who
working in different areas, remote rural area
and urban area in order to maintain our major
categories of manpower in rural area and to
ensure that our people could access to health
care facilities

Impact of HRM measures on

When examining global health care system in morocco, it is both
useful and important to explore the impact of human resources on
health sector reform. While the specific health care reform process
varies by our kingdom, some trends can be identified. Three of the
main trends include efficiency, equity and quality objectives.
Various human resources initiatives have been employed in an
attempt to increase efficiency. Outsourcing of services has been used
to convert fixed labor expenditures into variable costs as a means of
improving efficiency.
Strategies aimed at promoting equity in relation to needs require
more systematic planning of health servicesBetter use of the
spectrum of health care providers and better coordination of patient
services through interdisciplinary teamwork have been recommended
as part of health sector reform. Since all health care is ultimately
delivered by people, effective human resources management will play
a vital role in the success of health sector reform.

This research revealed how human resources
management is essential to any health care
system and how it can improve health care
model in our country. Challenges in the
health care systems in Morocco, with
explaining some strategies to overcome
these problems through the proper

Conclusion
Proper management of human resources
is critical in providing a high quality of
health care. A refocus on human
resources management in health care
and more research are needed to develop
new policies. Effective human resources
management strategies are greatly
needed to achieve better outcomes from
and access to health care around the
world.
