Supplemental PEA for Army 2020


ACTIVE DUTY REDUCTION BACKGROUND:
Programmatic Environmental Assessment (PEA) of 2013
To achieve mandated spending reductions, the Army is reducing its active duty
end-strength from 562,000 (2012) to 490,000 (by FY 2015)
Reduction to 490,000 is covered by the Programmatic Environmental
Assessment (PEA) of 2013
Supplemental Programmatic Environmental Assessment (SPEA) of 20142015
Current budget projections require the Army to analyze the reduction of active duty
end-strength below 490,000 Soldiers
Reductions below 490,000 exceed the scope of the original PEA of 2013
SPEA assesses the impact of a reduction of an additional 70,000 Soldiers
(active end-strength of 420K or lower)
SPEA reduction is almost double the reduction assessed in the 2013 PEA

PEA AND SPEA COMMENT BACKGROUND:

In 2013, the Army published the PEA and Draft Findings of No Significant Impact
(FNSI) for public review and comment
More than 8,000 comments were received nationwide
No significant environmental impacts; significant socioeconomic impacts at most
installations
SPEA 2014-2015
In 2014, the Army published the SPEA and Draft FNSI for public review and
comment
More than 111,000 comments were received nationwide
No significant environmental impacts; significant socioeconomic impacts at most
installations
Before the Army makes force structure decisions, additional analyses and data
collection will occur, including community listening sessions at 30 installations

Supplemental PEA for Army 2020 Force Structure Realignment
Community Listening Session: 10:00 am - Noon
January 21, 2015 at the McGavick Conference Center in Lakewood
Listening sessions for the communities surrounding the affected installations
Capture community input for Army leadership as part of the Armys overall force
structure analysis before making decisions on force structure reductions
The sessions provide the opportunity to receive information on a full spectrum of
issues - not just socioeconomic or environmental - that will be used in making
force structure decisions

Strategic importance of JBLM/US security in the Pacific
3-star Joint Task Force capable headquarters to conduct unified land operations
Strategic airlift with 2 Air Force Wings, plus SeaTac and Boeing nearby
