Reasons of UE Fails
High RTWP SPIKES reach -75 dBm,

UE fails occurs when some UL messages are not reaching RNC before timer timout. The main reason is the
RTWP SPIKES to solve those cases:
- Prfile Initial SIR target parameter should be activated TN159 (Other parameter should be activated on this
Technica Notes)
