CLUSTER
Each local government unit shall have a
comprehensive multi-sectoral development plan to
be initiated by its development council and
approved by its sanggunian.
For this purpose, the development council at
the provincial, city, municipal, or barangay level,
shall assist the corresponding sanggunian in setting
the direction of economic and social development,
and coordinating development efforts within its
territorial jurisdiction.

The Barangay Development Council shall be headed
by the Punong Barangay and shall be composed of
the following members:

Neither the LGC nor any other law has granted the LCE the
power to appoint members in the LDC in addition to those
mandate by the LGC.(DILG Opinion No. 31 S. 2002)

The LCE cannot appoint representatives from NGOs since
he is not vested by the LGC with such power. (DILG Opinion
No. 31 S. 2002)

There is no such thing as a fractional member of a
Council, such as 3.33.
The membership should always correspond to a
whole number.
So we are confronted with a choice between 3 and 4
members, which is the number required to constitute
1/4 of the fully organized council.

If we go by 3, then it is less than 1/4 of the 13.33 fully
organized council as the 1/4 of the council is mathematically
computed as 3.33.
The logical solution in order to comply with the 1/4 would be
to round off 3.33 in such a way that we can come up with a
whole number which is compliant with the 1/4 requirement.
Therefore, it is logical to conclude that the 1/4 requirement
should be 4.
BDC Composition
The Congressmans membership in the BDC is
also necessary for him to integrate his own
projects or the development funds at his disposal
into the plans and programs of the barangay.
More importantly, this will provide him opportunity
to learn local issues that are of national concern
which must be addressed by no less than national
policies.

sectoral or functional committees to assist them in
the performance of their functions.

Each member of the BDC shall, as far as

It is highly desirable for each Sanggunian member
to select at least 1 sectoral committee to join in and
act as the champion or sponsor of that sectors PPA
in the legislative council.

The Sectors/BBI Clusters allow flexibility to limit or
expand membership depending on local conditions
and on the nature and magnitude of the task a
particular cluster will address.
Sectoral or Functional Committees
Although the formation of sectoral committees is
optional as indicated by the use of the word
may,BDCs should not miss the potential value of
sectoral committees to provide substantial inputs
through continuing engagement in all stages of the
planning and development process.
Creating sectoral committees is more effective than
the one-shot, on-call consultation as a means by
which the BDCs obtain technical inputs.

Functional Committees:

Are AdHoc multi-sectoral bodies to be
created as the need arises.
Unique Role of Sanggunian in
Local Planning and Development
Sanggunian is the highest policy-making body and
the ultimate planning body in the LGU

Only the sanggunian has the power to appropriate
public funds.

No PPAs could be implemented through the local
budget without authorization from the Sanggunian.

Unique Role of Sanggunian in Local
Planning and Development
Without any power to modify, revise or alter the projects
identified and formulated by the BDC.
The Sanggunian is being represented in the BDC.
In the process formulating the BDP, it is presumed that
the concerns of the Sanggunian were properly taken care
of in the preparation of the BDP.
If the sanggunian is not amenable to projects and
programs of the BDC, the sanggunian may return the same
to the BDC, together with its comments and
recommendation for possible consideration.

Local Development Planning Process

The DILG shall, in coordination and consultation
with NEDA and the leagues of LGUs, formulate the
operational guidelines of the local development
planning process.

NEDA defines NGO as a private-non-profit voluntary
organization that is committed to the task of socio-
economic development and is established primarily for
service.

NGOs are groups of people who are involved in a more
or less systematic pursuit of some particularized
sectoral activity, and are non-profit in their goals, like
the PPCRV. Aquilino Pimentel, Jr.
NEDA defines POs as concrete expression of
peoples participation and concerted action at the
grassroots level, functioning as vehicles for
mobilizing communities in the pursuit of their
aspirations.

POs are groups of people outside of government
who are organized for the attainment of some
legitimate aspirations such as labor unions and coops
which may also be profit oriented. Aquilino Pimentel,

Private Sector refers to private organizations,
institutions, entities, business or commercial
organization not controlled by any public or
government entities.

It includes, among others, non-government
organizations (NGOs), peoples organizations
(POs), members of the business community or
business groups, cooperatives, schools,
professional organizations, civic clubs and plain
citizens or individuals who are not members of
any organization.

Refers to clubs, foundations which are directly involved
in helping indigent people through their solicitations,
fund-raising activities, missions, grants club funds, etc.

HOMEOWNERS ASSOCIATION
Refers to membership within the subdivision or a village
Some public functions and responsibilities are
thought to be more efficiently and effectively
performed if entrusted to private entities/NGOs

Private sector or NGOs may come in to fill the gap
where government lacks capital, technical or
managerial capability to maintain/operate some
projects
Concept allows citizens to participate actively in
some governmental affairs and promotes their
empowerment

There is an assumption that NGOs are more
familiar with local conditions and can better identify
and articulate local needs and demands

Registration or legal recognition issued to a
person, corporation, entity or organization after
having met certain basic requirements under
Philippine Law.

Registration is a requirement for NGOs to obtain
a legal personality, i.e. to open bank accounts, to
enter into contracts, and to raise public funds.
