Any substance or product, a mixture thereof, including active ingredients, adjuvant and pesticide formulation, intended to control, prevent, destroy, repel or mitigate directly or indirectly any pest. As provided for under Sec. 9 of PD 1144 and Art. II Sec. 2 of FPA IRR No. 1 s 1977 all pesticides intended for commercial use in the Philippines should be registered with FPA: Obtain information to ensure public health environmental safety on pesticide use Efficacy testing under local conditions Requirement for EUP EUP limits amount of pesticide for testing Experiments by FPA accredited researchers

REQUIREMENTS FOR THE LICENSING OF PESTICIDE AREA DISTRIBUTOR
1. Duly accomplished and notarized application form (original copy) with documentary stamps required. 2. For: a. Corporation/Partnership - Copy of SEC Registration b. Cooperative - Copy of CDA Registration c. Single Proprietorship - Copy of Certificate of Registration of
Business Name with DTI 3. Copy of latest Income Tax Return (ITR) and Financial Statement (FS). 4. Distributorship Agreement/ Certification from the pesticide supplier. 5. Recommendation/ Inspection Report from FPA Regional/ Provincial Officer. 6. Xerox copy of Responsible Care Officer (RCO)/ Accredited Responsible Care Officer (ARCO) ID. 7. Good Housekeeping Compliance Certificate. 8. Registration of Pesticide Warehouse. 9. Schedule of fees (See Attached). A license good for one (1) year shall be issued upon approval of application.
REQUIREMENTS FOR THE LICENSING OF PESTICIDE EXPORTER
1. Duly accomplished and notarized application form (original copy) with documentary stamps required. 2. For: a. Corporation/Partnership - Copy of SEC Registration b. Cooperative - Copy of CDA Registration c. Single Proprietorship - Copy of Certificate of Registration of Business Name with DTI 3. Copy of latest Income Tax Return (ITR) and Financial Statement (FS). 4. The exporter submits to the authority the supply-demand analysis of the product/s intended to be exported to insure that exportation is made only after satisfaction of local demand. 5. The exporter submits a letter from the Department of Agriculture or relevant Regulatory Agency of the importing country to justify that the product to be exported is not a banned nor restricted and allowed to be exported to the importing country. 6. Product Registration of pesticide to be sold. 7. Schedule of fees (See Attached). A license good for one (1) year shall be issued upon approval of application.
