CORRUPTION CONTROL THROUGH

BUDGET MAINTENANCE






ABSTRACT
1. The main intension of the Corruption Control Through
to Budget maintenances is to maintain the flow of
money released by government and intern to control
corruption.

2. A budget is a governments plan on the use public
resources to meet the citizens needs.

3. Budget Transparency means that ordinary citizens and
civil society organizations can access information about
how public resources are allocated and used

EXISTING SYSTEM
1. In the existing system the government plans annual
budget and when once it is passed, allocates funds to
various departments like agriculture, health, education,
social welfare.
2. Politicians make policies regarding the usage of funds
and departmental heads are responsible to implementing
their policies.
3. Departmental heads often collude with politicians and
handpick contractors of their own choice to execute
various works.
LIMITATIONS IN EXISTING SYSTEM

1. There is no centralized control over money transactions
of various departments.
2. There is a lot of scope for corruption and the whole
budget allocation and distribution system is not
transparent.
3. Contractors do not provide up to date information about
the constructions and other schemes that are going on.
4. Contractors do a little work and claim large amounts of
money illegally.
PROPOSED SYSTEM
1. The proposed system CCTBM is a powerful web
application which will guarantee transparency in budget
allocation, distribution and utilization.
2. It fulfills the objective of maintaining the flow of
money released by government, and intern control
corruption.
3. It aims to inform the people about how and who has
utilized the money and for what purpose.
4. With involvement of everybody starting from Budget
Officer, Department Officers, Districts Commissioners,
and Contractors to Citizens, CCTBM envisages
complete transparency
ADVANTAGES OF PROPOSED SYSTEM
1. Proper delegation of responsibilities by defining a clear
hierarchy of authority and thereby providing centralized
control over money transactions.
2. Provides complete transparency in budget allocations
and usage of allocated funds.
3. As people's power becomes decisive in judging the
performance of contractors, naturally quality of services
provided by the contractors will greatly increase.
4. As the proposed solution is a web application
communication gaps between government officials at
various levels can be greatly minimized.

PURPOSE OF THE PROJECT
The purpose of this application is to build a
transparency though which people can know
about how and who has utilized the budget funds
released by the government and for what purpose
and allows the people to fight against the
corruption and controls it.

SCOPE OF THE PROJECT
The scope of the Corruption Control through
Budget Maintenance software is as follows:
This system can be used as an online
application for the users of the budget
maintenance authority to track the information
funds and their flow info. Citizens feedback
should be able to monitor the flow of funds.

OBJECTIVE OF THE PROJECT
1. The main objective of our project Corruption Control
Through Budget Maintenance is to maintain the flow of
money released by government, and intern control
corruption.
2. It aims to inform the people about how and who has
utilized the money and for what purpose.
3. CCTBM is anchored on fighting corruption and
establishing transparent, accountable and participatory
governance as necessary preconditions for achieving
poverty reduction, inclusive growth, enhanced peace and
ecological integrity.
MODULES DESCRIPTION
The Project is divided into the following modules:
1. Budget Management Module
2. Department Management Module
3. District Management Module
4. Contract Management Module
5. Citizen Feedback Module

BUDGET MANAGEMENT MODULE
1. Budget officer of the state has to enter the budget details,
which state government planned for a year.
2. He has control over all the money transactions of the
departments.
3. Gets authentication from respective department officers
and DCs.
4. He also takes care about illegal activities.
5. Gets final result about all the activities of one year.

DEPARTMENT MANAGEMENT MODULE
1. This contains departments such as agriculture, health,
education, social welfare etc.
2. Each department has department officer.
3. Department officer has to register with his id and
password to the higher authority.
4. After receiving the money he has to guarantee his
reception using his secret password.
5. He has to distribute money among different districts.
6. He will be acknowledging by DCs if the money reaches
the money properly.

DISTRICT MANAGEMENT MODULE
1. DC has to register with his id and password to the
higher authority.
2. After receiving the money he has to guarantee his
acceptance of money using his secret password.
3. He has to get the details of the officers/contractors
to whom he next send the money.
5. DC has to enter the money details that he distributed
to the others (pertaining to talk officers or
contractors).

CONTRACT MANAGEMENT MODULE
1. Contractors or same level workers has to register with
their names and password to DC
2. He has to give guarantee about money that he received
and enter the amount money that he received.
3. He has to give the details about how the construction and
other schemes are going on.
5. He has to update the photos, the number of workers
under that work.

CITIZEN FEEDBACK MODULE
1. They can get complete information about budget of the
year.
2. They can know what are all the development works have
been undertaken.
3. Citizens send feed back to the contractors and the district
officers.
4. They can get all information about the users interacting
in the CCTBM system.

MAINTENANCE

1. Once the system is delivered and deploy it enters the
maintenance phase. All systems need maintenance. But
for other systems it is largely due to aging.
2. Software needs to be maintained because some of its
components were out and need to be replacing, but
because there are often some residual errors remaining in
the system that must be as they are discovered.
3. Enhancement to the other fields like funds released
during natural calamities.
4. It can be extended to all over India.
5. This scheme can be extended up to the rural level


CONCLUSION

1. This Project named Corruption Control through Budget
Maintenance acts as a tool that displays all the
transactions during a budget year transparently from
budget officer who releases funds to the contractor who
receives the amount finally.
2. It also acts as an interface to view the Budget details,
Contracts and as a result the development process done
by the government in between a particular period.
3. So, we are able to achieve all these requirements and
also during the process of development we have learnt
the technologies like Java, JavaScript, Html, CSS etc.,
We also learnt how to work with Servers such as Tomcat
and Oracle.
