P-CPICH power is configured depends on the proportion of maximum transmission
power of the cell.
Other downlink common channel power is configured as a power offset of P-CPICH
power.

The power of control domain (TPC/CFTI/Pilot) is power offset
relative to the power of data domain.

UlIlPcAlg =1 , the transmission power can be
adjusted in every timeslot.
Suppose the TPCs of all radio link sets are 1, then TPC_cmd=1 (to
increase transmission power).
Suppose one TPC coming from any radio link set is 0, then
TPC_cmd=-1 (TPC being 0 indicates the transmission power should
be decreased).

UlIlPcAlg =2, the transmission power is adjusted
once every five timeslots.
Downlink DPCH power is P(k) = P(k - 1) + PTPC(k) + Pbal(k) ,
where

is the power adjustment step (TpcDlStep), and
Power_Raise_Limit is PwrRaisLim.
Two power control modes (DPCMode) are also available to determine
PTPC(k):
DPCMode = 0, UE sends a TPC command at each timeslot.
DPCMode = 1, UE sends the same TPC command for three timeslots.

2) Pbal(k) is a correction value obtained according to the downlink power
control process.

Uplink Outer Loop Power Control of R99
As to DCH serviceUsing Threshold Algorithm Based on
CRC to modify SIRtarget in time:
In a valid time window (ValidTimeWin), sum all the transport block
that have received as BLOCK_SUM, and sum all the error blocks
as BLOCKerror_SUM.
Increase SIRtarget immediately as soon as BLOCKerror_SUM is
higher than the error transport block number threshold
(ErrorThresh) while BLOCK_SUM is no more than a predefined
number (BLERAccpPeriod) ;
Decrease SIRtarget only when BLOCK_SUM is no less than the
BLERAccpPeriod and the BLOCKerror_SUM is less than the
ErrorThresh,
Normally, the increased step (UlSirTargUpStep) is bigger than
decreased step (UlSirTargDnStep) .
The initial SIR target is ULInitSIR;
The maximum SIR target is ULMaxSIR;

power control is same with UL DPCCH power control, except
that the power gain factor hs is different.
In normal mode, hs is calculated by UE according to ACK,
ACK and CQI using the following formula:

When HS-DPCCH is activated, each slot of HS-DPCCH, HS-DPCCH is set
with the following methods:
i) When HS-DPCCH carries the HARQ ACK information: If ACK = 1, then
HS-DPCCH = ACK; if ACK = 0, then HS-DPCCH = NACK.
ii) When HS-DPCCH carries the CQI information: HS-DPCCH = CQI.

The uplink E-DPCCH open loop power control of HSUPA is realized by setting a
reasonable E-DPCCH power offset relative to that of DPCCH.
According to 25.214 standard, the gain factor |ec of E-DPCCH is calculated using the
following formula in non-compressed mode:

Uplink E-DPDCH/DPCCH Power Offset
The 3GPP specifies that RNC notifies UE and NodeB of a group of reference E-
TFC and the corresponding E-DPDCH power offset relative to DPCCH, to be used by
UE and NodeB to calculate the power needed by other non-reference E-TFC.

Update:

The configuration of the power offsets in OMCR are related with different services.
When the control plane detects changes (establishment, addition, deletion and
modification) in the sub-services carried by DPCH, the new power offset is obtained
from the database according to the number of sub-service and then configured again.
When TTIs change, the power offsets are configured again.
In the macro diversity status, the power offset is updated. For a multi-link case, E-
AGCH power offset takes the value of E-AGCH Power Offset + Macro Diversity Gain.

In fact, when HARQ failure happen, it can be converted to a certain NHR
according to the maximum retransmission :

CorrNumHarqToNhr is correction coefficient for converting HARQ failure to
NHR;
MaxRetransEdch is the maximum number of retransmissions for E-DCH.

To better reflect the channel quality, the average NHR value during a statistical
period is usually taken as the basis for decision. The average NHR during a

i) If NumReTransDiffAve > NhrThrUp, increase SIRtarget
by one adjustment step;

ii) If NumReTransDiffAve < NhrThrUp, decrease SIRtarget

SIRtarget adjustment in the case of concurrent services:

i) SIRtarget is increased as long as one service triggers it to be increased.

ii) SIRtarget is not decreased unless all services with valid NHR statistics
indicate to decrease SIRtarget. Services with invalid NHR statistics are
excluded from the combination of power control.

iii) Some services need to decrease SIRtarget while some others need SIRtarget
to remain the same, In this way, SIRtarget is not adjusted to guarantee QoS of
all services.
