Section 386. Requisites for Creation. To enhance the delivery of basic services in the ICCs, barangays may be created in such communities by an Act of Congress, notwithstanding the above requirements.

b) Deface, remove or otherwise destroy artifacts which are of great importance to the ICCs/IPs for the preservation of their cultural heritage.
