The promulgation was on December 23, 1975 by His Excellency, President Ferdinand E. Marcos.

The objective : direct public health services towards the protection and promotion of the health of the people.

Promotion and preservation of health Extend maximum health services to rural areas and to those who cannot afford it by reason of poverty Develop, administer and coordinate various health activities and services Upgrade the standards of medical practice Issue permits to establish and operate government and private health establishments Prescribe standard rates of fees

WATER SUPPLY

PRESCRIBE STANDARDS AND PROCEDURES


This shall conform to the criteria set by the National Drinking Water Standards There must be treatment of water to render it safe for drinking

The following cases requires approval from Department Secretary:


Sites of water sources Delivery of water to consumers Operation of a water system after an order of closure Plans and specification of water systems

TYPES OF WATER EXAMINATION REQUIRED:


INITIAL EXAMINATION physical, chemical, bacteriological examination PERIODIC EXAMINATION water from existing sources is subject to bacteriological examination as often as possible

Examination shall be performed only in private or government laboratories duly accredited by the Department.

Protect drinking water from contamination by following measures:


Washing clothes or bathing within a radius of 25 meters from any well or other source of drinking water is prohibited No artesian, deep or shallow well shall be constructed within 25 meter from any source of pollution No radioactive source or materials shall be stored within a radius of 25 meters from any well or source of drinking water

FOOD ESTABLISHMENTS

SANITARY PERMIT
No person or entity shall operate a food establishments for public patronage without securing a permit from the local health office Every Sanitary Permit shall be posted in a conspicuous place of the establishment Corresponding fees are payable upon application, renewal and noting of such certificates

HEALTH CERTIFICATES
No person shall be employed on any food establishment without a Health Certificate This will be issued after the required physical and medical examinations are performed and immunizations are administered at prescribed intervals

QUALITY AND PROTECTION OF FOOD

Meats, meat products and fish shall be procured from sources under sanitary or veterinary supervision All meats and fish shall be properly cooked before serving No meat products, fish, vegetables and other food sources shall be procured from sources or areas known to have radioactivity Milk shall be stored in a refrigerator All perishables and potentially hazardous foods shall be stored at 7 degrees Celsius Raw fruits and vegetables shall be thoroughly washed before they are used

STRUCTURAL REQUIREMENTS
Food establishments shall be constructed in accordance with the following:
No person shall use any room or place for or in connection with preparation, storage, handling for sleeping or toilet No sanitary permit shall be issued unless it is constructed in accordance with the requirements

Some structural requirements

Floor constructed of concrete or impervious and easily cleaned material Walls internal surface of walls shall be smooth, even, non-absorbent surface capable of being readily cleaned Ceilings should be dust-proof and washable Lighting shall permit effective inspection and cleaning and shall be sufficient intensity appropriate to the purpose for which any room or place is used
Preparation rooms minimum illumination intensity of 20foot candles Where food is consumed minimum illumination intensity of 5-foot candles

Some structural requirements


Ventilation be provided which shall be effective to maintain comfortable condition and prevent from becoming excessively heated Overcrowding sufficient floor space to enable every person working thereon to carry out his duties efficiently and to permit easy access for cleaning Change rooms provided adequate and suitable lockers or other facilities for the orderly storage of clothing and personal belongings, provide separate changing rooms for each sex

Vermin Control

Abatement program shall be maintained to kill or control vectors that causes diseases

Toilet and Washing


Adequate and clean toilet facilities, rooms shall not be open directly into spaces where food is prepared, stored and served, adequate handwashing facilities shall be provided, shall include hot and cold running water

Disposal of refuse
Storage refuse cans, filled and empty shall be in designated space separate from food-handling operations, cans should be tightly covered at all times

Equipment and utensils


Designated, fabricated and installed so that cleaning is easy, sliding doors on cabinets shall be easily cleanable and removable, surface that come into contact with food and drinks shall be constructed of materials corrosionresistant and impervious, non-toxic and easily cleanable

Washing of utensils
Shall be thoroughly cleansed in warm water 49 degrees Celsius with soap and detergent

Bactericidal Treatment
Utensils shall be immersed for at least half a minute in clean hot water at a temperature of at least 77 degrees Celsius

Storage of washed utensils


Stored in a clean and dry place adequately protected Cups, bowls and glasses shall be inverted for storage

Special Provisions
Sari-Sari Store 25 meters away from any contamination, all foods shall be protected Dairies no dairy shall keep unhealthy or infected cows, carabaos or goats Ice plants only potable water shall be used in the manufacture of ice Ambulant food vendors vendors shall sell only bottled food drinks, biscuits and confectionaries Fishing marketing areas only fresh and wholesome fish products shall be sold

MARKETS AND ABATTOIRS

GUIDELINES:
Suitability of site insofar as elimination of nuisance conditions and prevention of contamination are concerned Availability of ample water supply for cleaning Accessibility of adequate drainage facilities Durability of construction

PUBLIC LAUNDRY

No public laundry shall operate without a sanitary permit Structural Requirements


Site should be distant from sources of nuisance Durable construction materials shall be used Smooth and water-tight materials shall be used for flooring Properly ventilated Adequate drying facilities shall be provided

Special Requirements
All articles to be laundered coming from the hospital and infected sources shall be treated by exposure to a sufficient quantity of hot water, detergents or by other effective means of disinfection Radioactive linens and clothing must be monitored by Radiation Safety personnel before sending for laundry All articles shall be placed in closed containers

SCHOOL SANITATION AND HEALTH SERVICES

PHYSICAL ENVIRONMENT
SITE: Traffic hazards are to be avoided but not to the point of sacrificing accessibility to public transportation. Distant from sources of nuisance. GROUNDS: acreage shall be large enough to permit playground, athletic fields and school gardens BUILDING: Preferably it shall be constructed of strong and curable materials and designated along functional lines. SANITARY FACILITIES: The school population shall be provided with potable water sewage and waste disposal systems

EMOTIONAL ENVIRONMENT
Suitable location Recreational facilities Rest rooms

HEALTH SERVICES
Trained personnel and adequate facilities should be available so that students may be afforded

REQUIREMENTS FOR SPECIAL SCHOOLS


Cadavers shall be stored in morgues and dissected in dissecting rooms Poisonous or harmful plants and animals shall be kept in adequate and secured areas Viral and bacterial cultures shall be kept in laboratories Schools utilizing radioactive materials or sources for study or research should closely conform to the requirements and guidelines

INDUSTRIAL HYGIENE

SANITARY REQUIREMENTS FOR OPERATING AN INDUSTRIAL ESTABLISHMENT


Obtain sanitary permit before operation Operate only in places or zones assigned for the kind of industry by existing zoning laws Adequate potable water supply shall be provided to employees Sewage disposal shall be by means of a municipal or city sewerage system All wastes incidents shall be collected, stored or disposed in a manner to prevent health hazard

Control of atmospheric contaminants Control of infectious agents Noise Illumination Ventilation

PERSONAL PROTECTIVE EQUIPMENT


PPE shall be provided whenever substances, radiations or mechanical irritants are encountered PPE shall include respiratory protectors and other accessories

FOR DANCING SCHOOLS
Employee should have health certificate

FOR HALLS AND NIGHT CLUBS


No person shall be employed as hostess or cook or bartender or waiter without first securing a health certificate

TONSORIAL AND BEAUTY ESTABLISHMENTS

REQUIREMENTS
Sanitary permit Shall be maintained clean and sanitary at all times Health certificate is needed for all employee

CORRECT SANITARY PRACTICES


Proper handwashing for all personnel Clean garments should be worn No smoking and eating policy Clean drapes and towels for customers

MASSAGE CLINICS AND SAUNA BATH ESTABLISHMENTS

GENERAL PROVISIONS
Sanitary permit is needed Extension and additional construction require sanitary permit before it could be operated Patrons shall be provided with adequate water supply, toilet and facilities It shall be kept clean and sanitary at all times Periodic insect and vermin control measures Housing of pets in appropriate kennels Employee shall have sanitary permit

PORT, AIRPORT, VESSEL AND AIRCRAFT SANITATION

SANITARY REQUIREMENTS
Provided with potable drinking water and wholesome food There shall be available medical and health services with adequate staff, equipment and facilities In ports and airports of entry, facilities shall be provided for immunizations required in international travel All areas of the ports shall be from vectors of various diseases

DISPOSAL OF DEAD PERSONS

BURIAL GROUNDS
Unlawful for any persons to bury remains in places other than those legally authorized in conformity with the provisions Burial ground shall at least be 25 meters distant from any dwelling house No burial ground shall be located within 50 meters from any source of water supple

BURIAL REQUIREMENTS

No remains shall be buried without death certificate The death certificate shall be forwarded to the local civil registrar within 48 hours after death Shipment of remains abroad shall be governed by the rules and regulations of the Bureau of Quarantine Graves shall be at least one and one-half deep Notify authorities if the cause of death is due to violence No unembalmed remains shall remain unburied longer than 48 hours after death Dangerous communicable disease the remains shall be buried within 12 hours after death

DISINTERMENT REQUIREMENTS
Non-dangerous communicable diseases 3 years after burial Dangerous communicable diseases 5 years In all cases of disinterment, the remains shall be disinfected and placed in a durable and sealed container prior to final disposal

FUNERAL AND EMBALMING ESTABLISHMENT


Secure a Sanitary permit

LICENSING AND REGISTRATION PROCEDURES


Any person practice undertaking or embalming shall be licensed to practice on after passing examination License should be displayed in their working establishment Embalmer shall apply annually for registration certificate with corresponding fee Exemption government and private physicians may perform embalming without license and registration certificates as exigencies require

AUTOPSY AND DISSECTION OF REMAINS


PERSONS AUTHORIZED TO PERFORM:
Health officers Medical officers of law enforcement agencies Members of the medical staff of accredited hospitals

WHEN TO PERFORM AUTOPSY:
Required by special laws Upon orders of a competent court Upon written request of police Whenever the nearest kin shall request in writing the authorities

AUTOPSIES MAY BE PERFORMED ON PATIENTS WHO DIE IN ACCREDITED HOSPITALS:
Director of the hospital shall notify next of kin of the death of the deceased and request permission to perform autopsy Autopsy performed when permission is granted or on objection to such autopsy within 48 hours after death If no next kin, the permission shall be secured from the local health authority

DONATION OF HUMAN ORGANS FOR MEDICAL, SURGICAL AND SCIENTIFIC PURPOSES


Donation shall be authorized in writing by the donor specifying the recipient, the organ part of his body to be donated and the specific purpose A married person may make such donation without the consent of his spouse After the death of a person the next of kin may authorize the donation of an organ

DONATION OF HUMAN ORGANS FOR MEDICAL, SURGICAL AND SCIENTIFIC PURPOSES


If no next of kin and his remains are in the custody of an accredited hospital, the Director of the hospital may donate an organ A simple written authorization signed by the donor in the presence of two witness shall be deemed sufficient for the donation of organs or parts of the human body required

USE OF REMAINS FOR MEDICAL STUDIES AND SCIENTIFIC RESEARCH


Unclaimed remains may be used by medical schools and scientific institutions for studies and research subject to the rules and regulations prescribed by the Department

SPECIAL PRECAUTIONS FOR SAFE HANDLING OF CADAVERS CONTAINING RADIOACTIVE ISOTOPES


Very small dose do not require any special handling precautions Large amounts should be properly labeled properly identifying the type and amount of radioactive

Normal burial procedures, rules and regulations may be carried out Cremation is performed without autopsy, there is no handling problem
