Abstract From 2007 to 2012 Japan International Cooperation Agency (JICA) and Costa Ricas National Council of Rehabilitation and Special Education (CNREE) conducted the integrated rehabilitation project for the benefits and participation of the people with disabilities. The principal project design was based on the ICF concept and after 5 years of visits, workshops and seminars the consciousness of the quality of life of the people with disabilities and the condition of the environment for them in the project site was improved drastically. The project ended march, 2012 with great success. We try to share the experience of Kloie using the framework of ICF to assess by different levels like individual intervention, community level issues, monitoring and evaluation of CBR programme and motivating for inclusive policy development.

Introduction
Kloie is a word from indigenous minority tribe called Bribri living in the mountainside of Costa Rica and this word means We all are fruits of the same land of the south ICF was principal philosophy of the project which enhanced not only on medical rehabilitation service but also on quality of life including human rights and empowerment of people with disabilities. The followings were expected results: 1.Strengthen interinstitutional and intersectoral coordination and exchange of information of people with disabilities 2. Methods & Materials

Results

Results

Conclusions
In 2007 the Project Kloie assumed the challenge of developing a pilot project, using new paradigms for assessing disability issues, with a human rights approach, inclusive development, and using the ICF model. We consider that this work parallels: (1) The empowerment of persons with disabilities and the communities, and (2) Mainstream inclusion of the topic of disability in the national and institutional policies. These were key aspects to generate impacts and guarantee its sustainability.
