Introduction
The hazards of ionizing radiation are not limited to

the producers and users of radiation sources.


They also involve those dealing in their sales safety

and health related to radiation (at this stage) must also be managed

Introduction

Sales refer to all steps beginning with the order of the product to its delivery, and involve its installation and commissioning.
Vendors or companies that deal with sales must ensure the safe handling of purchased radioactive material and irradiating apparatus from the time of its order/purchase up to its delivery/commissioning to client.

Sales company may be involved in the safe return of unused radioactive materials to its original supplier/ producer.

Licensed Activities in Sales


Activities licensed by the AELB:
Industrial radiography; Radiation gauges; Research; Research using human subjects; Product analysis; Smoke detectors; Calibration sources; Radiopharmaceuticals; Diagnostic medicine; Dental treatment Medical therapy; Tomography; Chiropractic; Veterinary; Irradiator Cells; Neutron generators/accelerators; Other activities determined by the AELB from time to time.

Licensed Organizations

Companies dealing with the sales of RAM and irradiating apparatus licensed by AELB, must first be licensed to carry out such activities Companies must:
Have the organization Licensee, Person Responsible for the License (OBTL), RPO etc. to manage radiation safety of the licensed activities
Implement and maintain an AELB pre-approved Radiation Protection Programme as spelt out in LEM/TEK/45 part A, and forms LPTA/BP/1 and LPTA/BP/3

Licensing Requirements for Sales Activities

A vendor who sells RAM and irradiating apparatus would involve in the installation/commissioning and maintenance of the said apparatus Licenses for vendor:
Class A for radioactive materials
Class C for irradiating apparatus Class H for installation/commissioning and maintenance

License requires the licensee to plan and implement steps before, during installation and after commissioning of the machine.

Procedures Before Installation/Commissioning of Nuclear Gauge, Irradiation Facility and Irradiating Apparatus
Licensee must ensure that:
Gets prior approval from AELB (~7 days before installation work). Provides personnel dosimeter e.g. film or TLD badge, to the workers. Survey meter is calibrated and in good working condition. Sends the equipment to Nuclear Malaysia for testing if it does not comply with any recognized standard by AELB.

The worker involved in this job must ensure that he/she:

Puts up a proper warning sign.


No unauthorized person enters the working area. Measures any radiation leakage and make sure it does not exceed the permissible level. Takes remedial action if the equipment does not comply with the requirements.

A commissioning report must be submitted to the AELB within 14 days after commissioning has been completed.

In cases of decommissioning of installation or facilities is required, standard procedures approved by the appropriate authority must be complied with.

Licensee must ensure that:


Prior approval from AELB is obtained for such activity (~7 days before maintenance work). Personnel are provided with proper dosimeter e.g. film badge, TLD etc.

Survey meter is calibrated and in good working condition.

Worker involves in this job must ensure that:


A barrier and a proper warning sign have been put up around the work area. Unauthorized person barred from entering work area. Irradiating apparatus is OFF and the shutter of nuclear gauge is closed. Level of any radiation leakage is continuously monitored to ensure it does not exceed the permissible level. Read and records all exposure received. Takes remedial action if the radiation equipment does not comply with the requirements.

Licensee shall:
Prepare and keep all the exposures and maintenance records. Submit a maintenance report to the AELB within 30 days after completion of work.

Leakage Test and Leak Test

Leakage Test and Leak Test

A leakage test for radiation sources or irradiating apparatus is carried out to measure radiation leak above the approved level. A leak test is carried out to check on seepage of radionuclide from a sealed source. Both tests (leakage and leak test) shall be carried out:

before radioactive source or irradiating apparatus is used and annually thereafter to detect any radionuclide seepages or radiation leakages. by a competent person recognized by appropriate authority. based on standard procedures recommended by the manufacturer or approved by the appropriate authority.

Procedures During Leak Test


The following safety steps must be complied with:
Install adequate barrier and warning signs. All the personnel involved must wear a personnel dosimeter. Use a calibrated survey meter to measure radiation level on the nuclear gauge.

Storage of Radioactive Material

All the radioactive materials:


- imported by the vendor before delivery to the users or - the depleted radioactive materials taken from the users to be sent back to the manufacturer,

shall be stored in the proper storage facility.

Storage Facilities Requirements


All storage facilities shall comply with the following requirements:

The design of the storage and its location must be approved by AELB. The storage must have clear and visible radiation hazard warning signs and notices. Inventory of the sources stored in the storage facilities shall be kept and maintained. Only authorized staff can enter the storage facilities. The store doors must always be locked and the key kept by RPO.

Classification of Working Areas

The vendor must classify the working area, either:

in his/her premise if the activity involving ionising radiation is performed at the premise, or at the customers premise prior to handover of the radiation equipment.

Classification of Working Areas

Controlled area:
Area that requires specific protective measures or safety provisions to control normal exposures or preventing spread of contamination during normal working conditions, and preventing or limiting the extent of potential exposure.

Supervised area:
Area that normally does not requires protective measures to control exposure but under certain conditions may require protective measure and prevention of contamination during normal working conditions.

Procedure of Transportation

All transportation of radioactive materials must follow Radiation Protection (Transport) Regulations 1989
The following personnel shall take the responsibility for safe transport of radioactive and related materials: Consignor:

Use the right package for the transportation testing the integrity of the package measure the radiation dose at any surface of the package sticking the appropriate label on the package and complete the transport document.

Procedure of Transportation

Consignee:

Should ensure the package in good physical condition when received


Survey the radiation level at any surface Open the package using proper equipment and facilities. Should ensure safety and health of workers and member of the public during transit.
